RECORD OF MEETING
September 20, 2007

PRESENT: D. Lawton, T. Manning, R. Ferguson, J. Zingarelli, Senior Civil Engineer

1.      August meeting record approved.

2.      Main Street Intersections with Salisbury, Malden, Industrial Dr., & Route 31
Mark Johnson and Andy Paul of Mass Highway met with DPW (Jim Zingarelli and Larry Galkowski part time) and T/C (Bob Ferguson) during morning rush hour (7:30-8:30am) on Sept. 11 for the purpose of discerning traffic problems in these areas and possible solutions.  The following suggestions were discussed and will be considered by Mass. Highway.

A.      Salisbury Street/Malden Street
a.      Remove "No Turn on Red" sign on Main St. south bound at Salisbury St.
b.      Dedicate present right lane at this location to allowing only traffic turning right onto Salisbury and erecting a "Right Turn Only" sign before the intersection.
c.      Study timing on green arrow for north bound Main Street traffic turning left onto Salisbury and make indicated improvements.

B.      Industrial Drive
a.      Study sequencing of presently leading green arrow for traffic turning into Industrial Drive from Main Street north bound.
        Make any needed improvements.

C.      Route 31
a.      The evening rush hour problem of north bound Reservoir St. traffic attempting to make a left turn onto Main ST. having to wait a few light changes was discussed.
b.      Study green arrow sequencing for the condition described above and make changes if deemed an improvement would result.

D.      General
a.      Restriping lanes in general and repainting arrows at intersections were recommended.
b.      Any Paul promised to review the suggestions outlined above in his office where he has necessary information on file and prepare a recommended course of action.  
Jim Zingarelli has  been told by Mark Johnson that at least some of this has been done as of today but nothing has been submitted to DPW for comment.

3.      Doyle Road intersections with Brattel and Shrewsbury Streets
Jim reported that Fay, Spoffard, and Thorndyke has been awarded a contract for preparing engineering design and bid documents for this work.

4.      Shrewsbury Street cross walk near Parker Avenue
DPW is considering where and how best to implement this request from area parents.  There needs to be some holding area for students to stand safely while waiting to cross Shrewsbury St. while on the Parker Ave side of the street.  T/C approves the implementation of the cross walk in general.

5.      Bailey Road
An unsigned letter dated August 29, 2007 has been received from a group of Bailey Road residents complaining about excessive speeds on that road, particularly since the recent repaving.  DPW is considering installing one yellow "Thickly Settled" sign with a separate yellow "25 MPH" sign in each direction on Bailey Road.  These signs would be located near Main Street for south bound traffic and near Putnam Road for north bound traffice.  T/C is in agreement with this plan.

6.      T/C meeting time
Town Manager has suggested T/C have some evening meetings.  Following today's discussion, Jim Zingarelli will discuss further with Brian and report to next T/C meeting which will be held at 7pm on October 11.  T/C flexible for future meetings.
