October meeting record approved.
Main Street intersections with Salisbury, Malden, Industrial Dr., and Route 31 - Jim Zingarelli has been in verbal communication with Mass. Highway and has prepared aerial views of each intersection showing proposed lane usage, including changes, as discussed by Mass. Highway. Mass. Highway has not reviewed these marked up aerial views and has not submitted any time line as to when the work might be done. Later, towards the end of this meeting, Jim Kempton, a Holden resident who is employed by the City of Worcester DPW&P as a traffic engineer, addressed T/C with his concerns with the proposed changes. He feels that the proposed changes would decrease safety at both Salisbury St. and Industrial Drive intersections. No action was taken.
Doyle Road intersections with Brattle Street and Shrewsbury Street - No design contract has been signed yet.
Shrewsbury Street cross-walk near Parker Ave. - It is reported that the cross-walk has been installed.
Bailey Road Signage - No change.
Manhole at Main and High Streets - Jim will discuss with DPW (Rich DeWitt).
Walgreens, SPR #0407 - The 4 visitors identified above all had an interest in this project. Robert Michaud, a principal in MDM Transportation, gave a presentation discussing the Traffic Impact and Access Study (TIAS), prepared for The Richmond Company, Inc. dated April 2007. A 4 page treatise entitled "Walgreens Talking Points", prepared by a Bancroft Road resident (in absentia), was presented to T/C at the meeting but was not discussed. Two residents (Albert Ferron and Marilynn Foley) made short presentations expressing their traffic concerns with this project. T/C expressed many concerns relating to the TIAS. Consequently, a special meeting has been scheduled for Thursday, November 15 to discuss the TIAS and the 3 other presentations and to prepare specific recommendations for the Planning
Board.
Cardinal Realty Trust (456 Main Street) - Jim Zingarelli made T/C aware of his recommendations on this project as a courtesy to T/C. His principal recommendation concerned opposition to a proposed entrance/exit onto Zottoli Road. Two points of access/egress would, in that case, still be available onto South Main Street through property already owned by Cardinal Realty Trust. T/C agrees with that recommendation.
