TRANSPORTATION/CIRCULATION COMMITTEE
RECORD OF MEETING
March 15, 2007

PRESENT: D. Lawton, T. Manning, R. Ferguson, J. Zingarelli, Senior Civil Engineer, S. Mentzer, Holden Master Plan Committee

1. February meeting record approved.

2. Town Annual Report
 
The T/C Committee annual report was reviewed without comment.

3. Holden Master Plan

Steve Mentzer distributed a 4 page report which summarized the thoughts expressed at the various Holden Tomorrow Master Plan meetings. "Reducing the traffic volume and congestion on Main STreet was the number one them re. Transportation in Holden throughout the Master Plan Process" is the opening statement of this report. Master Plan Committee meets next on March 20. The Master Plan Committee, town departments, and town committees will meet at the Senior Center on April 12. No report or communication has been received from CMRPC on the computer model study on a proposed I-190/Malden Street interchange.

4. Doyle Road intersections with Brattle and Shrewsbury Streets

Reference: T/C record of October 12, 2006 and Cullinan report of April 29, 2005. The new Cullinan Engineering Co. report, dated February 21, 2007, has been received and copies distributed to T/C members prior to today's meeting. T/C recommends completion of all Cullinan recommendations (pages 9 and 13) which include several recommendations from their original April 29, 2005 report. The new recommendations, at both subject intersections, should be helpful and should not be excessive in cost. However, it would be unrealistic to expect that thse changes would eliminate all accidents.

5. Chapel Street signage

Jim Zingarelli prepared a computer generated map of Chapel Street showing the location of all signage. Following discussion, T/C recommended that DPW study and make the changes necessary to create consistency in the street signage and address the conerns of Volker Braun at 200 Chapel Street.

6. Winterberry Hollow Traffic Impact Study

See attached memo of this date to the Planning Board.

7. Main Street intersection problems

Nothing new except that the problem of north bound traffic on Reservoir Street turning left onto Main Street during peak traffic has been specifically brought to the attention of Mass. Highway (reference Item 6c of Feb. 8, 2007 T/C record).
