TRANSPORTATION/CIRCULATION COMMITTEE
RECORD OF MEETING
December 20, 2007

PRESENT: D. Lawton, T. Manning, S. Mentzer, Holden Master Plan Committee, J. Zingarelli, Senior Civil Engineer

November 8th and 15th Meeting Records approved.

Main Street intersections with Salisbury, Malden, Industrial Drive and Route 31 - MassHighway has reviewed the photographs of the proposed intersection improvements.  MassHighway Maintenance has given its recommendations to MassHighway Engineering. Comments include: Industrial Drive revisions will require extensive relocation of pavement trip wires. No specific comments have been made about the other intersections.

Doyle Road intersections with Brattle Street - Status of contract for Design Documents for intersection work will be clarified by Jim Zingarelli at next month's meeting. It is possible this contract may not include the sidewalk reconstruction. The sidewalk work may require expansion of easement in certain areas, thus requiring a separate contract for that work.

Other - Steve Mentzer informed the Committee that the Master Plan is nearing completion for presentation to the Planning Board.  No date has been set. The draft document can be viewed on the Internet at holdentomorrow.net.

Jim Zingarelli asked if the Master Plan is suggesting "Traffic Management" zoning by-laws. Steve responded not as such, however it is expected that implementation of the Master Plan will cause some changes to the Zoning By-Laws.  Jim suggested the Planning Board work in concert with the Zoning Board to limit the granting of waivers that affect traffic management.  Jim noted that MassHighway has traffic management guidelines and/or by-laws that can be utilized.

The following motion was made: The T/C Committee recommends a Traffic Management Subcommittee be established to create traffic management guidelines and by-laws. Approved 2-0.
