HOLDEN BOARD OF SELECTMEN
MEETING MINUTES
APRIL 20, 2010

6:30PM                  Memorial Hall

Present:        David White, James Jumonville, Kenneth O’Brien, Anthony Renzoni (7:15pm)

Absent:         Kimberly Ferguson

Others Present: Nancy Galkowski, Town Manager, Robert Martin, Town Counsel (6:40pm),    
Liz Arguin, Recording Secretary

Vice Chairman White opened the meeting at 6:35pm. The Board participated in the Pledge of Allegiance.

Selectmen Licenses and Appointments

Motion by Sel. O’Brien, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPOINT CHRISTINE M. RUGGIERI, 111-1 MANNING STREET TO THE POSITION OF CONSTABLE.

Motion by Sel. Jumonville, seconded by Sel. O’Brien, it was UNANIMOUSLY VOTED TO CONFIRM THE TOWN MANAGER’S APPOINTMENT OF MICHAEL KRIKONIS, 10 SHADY LANE TO THE CONSERVATION COMMISSION.

Town Manager’s Miscellaneous

a.      Discussion was held regarding the Open and Pending Items for April 2010.

b.      The Board reviewed year-to-date revenue and expenditure reports ending March 2010.

c.      The Manager informed the Board that we have received the Annual DPU Report for the Holden Municipal Light Department for the period ending December 31, 2009.

d.      Town Manager Galkowski announced that the Town had received a revised FY11 Assessment Letter from the Wachusett Regional School District.

Selectmen Subcommittees - Starbard Scholarship

Vice-Chair White announced it was time for the Board to award the Starbard Scholarship.  The scholarship is available to any college student with a major or minor in Government.  The Manager said her office would advertise the availability of the scholarship. Selectman Jumonville and Selectman Renzoni will be on the Committee to review the applications.

Sel. Jumonville: Memorial Day Parade: Next meeting: 4/28 at 7PM in the Selectmen’s Room. Looking for parade volunteers to help during the parade.

Sel. O’Brien: EDC: Has not met

Sel. White: PSBC: Will meet on 4/21 at 6PM. Committee meets the 1st and 3rd Wednesday of every month.
Skate Park Committee: Will meet the 2nd Tuesday of every month. Investigating the location and need for a skate park.

Public Hearing – Street Layouts – Erin’s Way, Sheffield Way Extension

The Manager read the notice of Public Hearing concerning Erin’s Way into record.

Motion by Sel. Jumonville, seconded by Sel. O’Brien, it was UNANIMOUSLY VOTED TO OPEN THE PUBLIC HEARING AT 6:50PM.

The Board held discussion regarding the setting of definitive boundaries.

No one from the public came forward to address the Board.

Motion by Sel. Jumonville, seconded by Sel. O’Brien, it was UNANIMOUSLY VOTED TO CLOSE THE PUBLIC HEARING AT 6:52PM.

Motion by Sel. O’Brien, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO LAYOUT ERINS WAY FROM STATION 0+82 +/- TO STATION 4+91.53 FOR A DISTANCE OF APPROXIMATELY 409.53 FEET AS SHOWN ON A PLAN ENTITLED “DEFINITIVE SUBDIVISION PLAN SURREY LANE EXT., DATED 3/7/05 PREPARED BY FINLAY ENGINEERING SERVICES.

Vice Chairman White read the notice of Public Hearing concerning Sheffield Way into record.

Motion by Sel. Jumonville, seconded by Sel. O’Brien, it was UNANIMOUSLY VOTED TO OPEN THE PUBLIC HEARING AT 6:55PM.

Mr. Jeff Hazelwood, 27 Sheffield Way addressed the Board stating he is unhappy with the condition in which the developer has left the grass near the homes.

Motion by Sel. Jumonville, seconded by Sel. O’Brien, it was UNANIMOUSLY VOTED TO CLOSE THE PUBLIC HEARING AT 7:02PM.

Motion by Sel. Jumonville, seconded by Sel. O’Brien it was UNANIMOUSLY VOTED TO LAY OUT SHEFFIELD WAY EXTENSION FROM STATION 8+60.40 TO STATION 10+66.07, FOR A DISTANCE OF APPROXIMATELY 205.67 FEET AS SHOWN ON A PLAN ENTITLED DEFINITIVE SUBDIVISION PLAN SHEFFIELD WAY EXT., DATED 12/10/05, PREPARED BY FINLAY ENGINEERING SERVICES.

Street Layouts – Set Public Hearing – Alden Woods, Inc.

Motion by Sel.  O’Brien, seconded by  Sel. Jumonville, it was UNANIMOUSLY VOTED THAT THE BOARD OF SELECTMEN OF THE TOWN OF HOLDEN INTEND ON MAY 3, 2010 TO LAY OUT THE FOLLOWING:  BRICE CIRCLE FROM STATION 0+16.58 TO STATION 6+14.58 FOR A DISTANCE OF APPROXIMATELY 598.00 FEET; ALDEN HILL ROAD FROM STATION 0+13.63 TO STATION 5+83.48 FOR A DISTANCE OF APPROXIMATELY 569.85 FEET; AND BLAIR DRIVE FROM STATION 0+25.36 TO STATION 16+09.46 FOR A DISTANCE OF APPROXIMATELY 1,584.10 FEET.

Annual Town Meeting Warrant

Motion by Sel. Jumonville, seconded by Sel. O’Brien, it was UNANIMOUSLY VOTED TO RE-OPEN THE MAY 17, 2010 TOWN MEETING WARRANT.

The Manager advised the Board that Warrant Article 13 now reads: “To see if the Town will vote to raise and appropriate, or transfer from available funds, a sum of money to be added to the Stabilization Fund, or act or do anything relative thereto.”

Motion by Sel. Jumonville, seconded by Sel. O’Brien, it was UNANIMOUSLY VOTED TO CLOSE THE MAY 17, 2010 TOWN MEETING WARRANT.

Motion by Sel. Jumonville, seconded by Sel. O’Brien, it was UNANIMOUSLY VOTED TO ACCEPT THE MAY 17, 2010 ANNUAL TOWN MEETING WARRANT AS PRESENTED.

Re-Open Public Hearing Sheffield Way Extension

Motion by Sel. Jumonville, seconded by Sel. O’Brien, it was UNANIMOUSLY VOTED TO RE-OPEN THE PUBLIC HEARING OF SHEFFIELD WAY EXTENSION AT 7:10PM.

Ms. Elizabeth Doyle, 28 Sheffield Way voiced her concern to the Board about the condition in which the developer has left the grass near the homes and asked that acceptance be delayed until her concerns have been met.

Motion by Sel. Jumonville, seconded by Sel. O’Brien, it was UNANIMOUSLY VOTED TO CLOSE THE PUBLIC HEARING OF SHEFFIELD WAY EXTENSION AT 7:17PM.

Selectmen Miscellaneous

Sel. White: 1. Encouraged residents to increase their recycling efforts.
2. Requested an update on Message Boards. The Manager reported that final design plans are being created for the location.
3. Discussed establishing a committee to review the Town Charter. The Manager stated she is in discussion with Town Counsel.
4. Discussed intersections along Main Street: the abuse of turning lanes at Industrial Drive and Salisbury Street.
5. Requested that the “Green Areas” be cleaned up every spring and bushes cut down for better visibility.
6. Talked about temporary signs on Main Street.
7. Concerned about pot holes on Main Street especially around structures and areas that are breaking up between Malden and Crestview.
8. Honored to be on the Eagle Court Review Committee.

Sel. O’Brien: 1. Attended the Wachusett Greenways Meeting.
2. YAHOO: In the final 2 weeks of finishing current project.

Approval of Previous Minutes

Motion by Sel. O’Brien, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE THE MEETING MINUTES OF APRIL 5, 2010.
