M. Johnson called the Board of Health Meeting to order at 5:00 PM.
SEPTIC PLAN REVIEWS:
396 Reservoir Street: NEED LLC, Julian Votruba, represented the plans for William George. The applicant is asking for a local upgrade approval. A. Crete witnessed the perc test. The D-Box is bad, and the owners are selling the property.
J. Terry motioned to approve. M. Johnson seconded. All in favor, APPROVED.
370 Manning Street: Cabco Consultants for Michael Preston. No one represented the plans. This is for a septic upgrade.
Condition(s):
1. Gas baffle is needed on the outlet T and septic tank.
2. The end of vent pipe needs to be screened.
3. Who witnessed the perc test needs to be stated on the plans.
4. Wetlands need to be marked.
5. The plans need a map insert showing the full property lines in relation to the wetlands.
6. Show adjacent wells and septic systems on the plans.
7. System needs to meet compliance for either 4 or 5 bedrooms.
The Board agreed to TABLE the plans.
MODEL FLOOR DRAIN REGULATIONS: Jim Zingarelli, DPW, explained the draft of the By-law recommended by DEP. The idea is to protect the well heads. There already is an Aquifer Regulation in place, which is not sufficient. You cannot discharge into the ground from a floor drain. J. Zingarelli has a letter from DEP requiring towns to comply. This is not a consent order.
J. Terry said this is a hazardous waste issue, and asked if the Fire Dept should be involved.
DPW will be doing a mailing about cross connections and floor drains, the concentration may be in Zone 2. J. Terry recommended doing something like Zone 2 first instead of going town-wide.
The draft of the By-law will go to Town Council before being adopted. J. Zingarelli and A. Crete will both be doing the inspections. The Board agreed to review the draft and bring up questions for discussion at the next meeting.
OTHER BUSINESS:
• Perc Test Season By-Law: The Board of Health has proposed to do away with the Town of Holden's present per test season (Dec 15th to May 15th) for new construction. The Town follows Title 5, and this law is the only regulation that is stricter than Title 5.
M. Johnson motioned to drop the Town of Holden's present perc test regulation, and go back to the State Title 5 Regulations. J. Terry seconded. All in favor, APPROVED.
