Board of Assessors' Meeting Minutes 08/29/2011
                           MINUTES OF THE BOARD OF ASSESSORS
              August 29, 2011

Members Present: Beverly Potvin Kenniston and James Dillon.

A motion was made to call the meeting to order at about 3:00 p.m. by Chairman Kenniston and James Dillon seconded it.

  • Acceptance of Minutes
Motion was made by James Dillon and seconded by Beverly Potvin Kenniston.  It was voted to approve the minutes of July 25, 2011.

     2.   Supplemental Tax Bills
Supplemental Tax Bills on New Construction were prepared and mailed to twenty-six property owners where occupancy permits were issued between January 1 and June 30, 2011.  These bills totaled $25,287.22 and will come due on September 15, 2011.

  • Review of Initial Ratios for FY2012
Field inspections on Building Permits are still being conducted.  It is expected that field work will be completed by the end of this week and work will then commence on new growth calculations and total values for Fiscal Year 2012.  Interim year adjustments to property values will be reviewed and adjustments made to values during the next month.  Review of initial ratios for FY2012 will be available for the September assessors’meeting.

  • Old/New Business
Beverly Kenniston, Principal Assessor, will attend the Uniform Standards of Professional Appraisal Practice (USPAP) course on September 21 offered by the Appraisal Institute in order to retain her Massachusetts Accredited Assessor designation.

The assessors reviewed the status of outstanding Appellate Tax Board cases after conferring with Alan Gold, Assistant Clerk for the Appellate Tax Board.  Personal Property telecommunication cases for Verizon New England on appeals filed by the Commissioner of Revenue are expected to be heard by the Appellate Tax Board in 2012. These include appeals for multiple years.  Outstanding Personal Property cases with New Cingular Wireless, ATT&T Wireless and Worcester Telephone Company had previously been settled.  Omnipoint Communications, Inc, withdrew their appeal against the Town of Holden in May.
