MINUTES OF THE BOARD OF ASSESSORS
December 20, 2010

Members Present: Beverly Potvin Kenniston and James Dillon

1.  Acceptance of Minutes

Motion was made by Beverly Potvin Kenniston, and seconded by James Dillon.  It was voted to approve the minutes of the November 15, 2010 meeting.

2.  Tax Rate Set

The Principal Assessor met with Andrew Nelson from the Department of Revenue on Tuesday, November 16 to review the Recap Sheet and supporting documentation. After their review, Holden was informed that water/sewer rates needed to be raised in order to balance the enterprise fund before a tax rate would be set by the Department of Revenue.  Massachusetts General Laws, Chapter 59, Section 23 requires the DOR to set a tax rate each year for all cities and towns if they have a balanced budget.  In their opinion, Holden did not have a balanced budget relating to the water/sewer enterprise fund.  The Board of Selectmen in their capacity as Water/Sewer Commissioner, voted a 16% water rate and 20% sewer rate increase effective for all bills issued as of January 1, 2011 to June 30, 2011 in order to provide the necessary increase in revenues DOR required.  

The Town had previously commissioned CDM to conduct a comprehensive rate study and is awaiting their recommendations to insure a more stable rate in future years.  

The Fiscal Year 2011 Tax Rate of $15.65 was approved by the Department of Revenue on December 1, 2010.  

3.  Actual Tax Bills

The actual Tax Bills for Fiscal Year 2011will be mailed on December 31, 2010.    

4.  Other Business

        The assessors voted to approve the following real estate exemptions:

Exemption certificated will be mailed on December 31, 2010.  Taxpayers have 90 days from the issuance of the actual tax bill in which to file for real estate exemptions.

Our next meeting will be held on Monday, January 24, 2011 at 3:00 P.M.
