AFFORDABLE HOUSING PARTNERSHIP COMMITTEE
MEETING MINUTES
March 22, 2007
6:30 P.M. Memorial Hall

The meeting was called to order at 6:30 p.m.

The following projects were reviewd

WINTERBERRY HOLLOW, Local Initiative Program
Has submitted a 40B application to the Zoning Board of Appeals for a 246 unit apartment complex. As you know this was previously reviewed by the Affordable Housing Partnership Committee and a decision was issued with recommendations to the Zoning Board of Appeals. A majority of the requested information was not part of the formal application. This is expected to be required by the Zoning Board of Appeals. If you would like a complete application please pick up a copy at Town Hall between the hours of 8:30a.m. - 4:30p.m. or I can bring a copy to the next meeting.

CHAPTER 40R Smart Growth Zoning District - This is relatively new legislation initiated by the State and administered through the Department of Housing and Community Development. It allows high density mixed use projects and requires 20% of the proposed units be designated as affordable. I am attaching a summary to this e-mail and would like to discuss this legislation at the next meeting. A property owner has approached the town about the possibility of implementation and I think it is important the AHPC become familiar with this legislation.

Master Plan - a draft of the master plan is available for review at www.holdentomorrow.net. Currenlty existing conditions are included. The Holden Tomorrow Committee is currently working on developing recommendations compiled from a variety of community meetings. After the recommendations are completed the Master Plan Committee will be inviting all boards, committee and staff members to a joint meeting.

UPDATE ON EXISTING PROJECTS
HILL WOODS was approved under the Town's Affordable Housing Bylaw for the construction of 9 condominiums on High Ridge Road. The project consists of approximately five acres. Two of the nine units will be affordable under 40B guidelines and will be monitored by the Holden Housing Authority.

STONERIDGE ESTATES, Local Initiative Program 40B 40 units all three bedroom. Ten of the 40 units are affordable. Construction of the project has slowed due to market conditions. Six of the 10 affordable units are occupied, two are under construction to qualifying homebuyers and two units have just applied for building permit applications.

HOLDEN HILLS ALYSSA REAL ESTATE Special Permit Conditions of Approval
Has donated 5 units to the Town through the Special Permit process under the Retirement Community By-Law which restricts occupancy to 55 and over. The Local Action Unit Application and lottery plan is currently being reviewed by DHCD. We are expecting approval of the application shortly.

FISHER TERRACE 40B - Chapter 40 B
Consists of 32 units three bedroom duplex and triplexes, 8 affordable with 6 of the 8 units given Local Preference. The Lottery, Regulatory and Monitoring Agreements are currently being reviewed by Town Counsel. The sewer extension permit has been approved by the Town. The installation of erosion controls was done and the lot has been cleared.

WACHUSETT WOODS Affordable Housing By-Law
Located in the Holden Sand and Gravel site approved for 39 lot single family subdivision, 6 of the units will be designated as affordable. The AHPC suggested that 3 of the affordable units be designated as three bedroom and three affordable units be designated as two bedroom. The applicant is required to return to the Planning Board and AHPC with final architectural and floor plans prior to the issuance of any building permits. The applicant has installed erosion controls and grading has begun.
