AFFORDABLE HOUSING PARTNERSHIP COMMITTEE
MEETING MINUTES
April 17, 2003
6:00 P.M. Selectmen’s Room
Starbard Building, 1204 Main Street
 
MEMBERS PRESENT: Nancy Rocheleau, Robert Ricker, Peter Brennan, Joanne O’Brien

MEMBERS ABSENT: Sharon McManus, Tim Ethier

STAFF:  Pamela Harding, Town Planner

The meeting was called to order at 6:00 p.m.
           
Michael Ivas from the Massachusetts Housing Opportunities Council was present.  MHOC is a non profit organization that has been in existence for approximately nine months.  MHOC creates affordable housing in Massachusetts communities and keeps costs down by coordinating the financing and conducting the construction and engineering within the organization.  They do not work with Towns that do not welcome a project. 

Committee member Nancy Racheleau entered the meeting at 6:30 p.m.

Mr. Ivas stated that they will work on rental and for sale units but to make a project financially feasible it must be a minimum of six to eight units.  The organization is currently constructing a twenty-two unit mixed rental and ownership project in Needham.  Town owned property is the most ideal situation.

Mr. Ivas was informed of the vacant Rice School building, he stated this would be an ideal situation for his organization to turn into an affordable housing project.   The Commission thanked Mr. Ivas for attending the meeting and looked forward to the possibility of working with him in the future.

Sotir Papalilo is proposing a Local Initiative Program Application for Property located on northern Main Street, referred to as the Dimmick Property.  Mr. Papalilo stated that he was investigating the possibility of a shared septic system, if the system is not possible he is proposing to extend sewer service approximately 2,300 feet down Main Street to service the project.  

Selectmen and Committee Member Timothy Ethier entered the meeting at approximately 6:45 p.m.

The Committee voted to grant preliminary support of the concept of the project and the LIP application to the Board of Selectmen, Mr. Ethier obstained from the vote.

The Affordable Housing Committee moved the meeting to conduct a joint meeting with the Zoning Board of Appeals for a public hearing for the adoption of Comprehensive Permit Chapter 40 B Regulations.
