1. Citizen of the Month Presentation
The City Commission recognized Mr. Dick Curtis as citizen of the month for August 2017.
2. Future Waterline Economic Evaluation
City Planner Reagan stated staff is seeking direction from the City Commission on whether the City should pursue a proposal to extend sewer and water to six currently vacant parcels. The parcels in question lie just North of Hitchcock’s and Loves Truck Stop along US Hwy 301.
No action was required.

2. Resignation of P&Z Board Member
City Planner Reagan- After the recent resignation of a former P&Z Board Member, staff recommends the appointment of Ms. Princess Cohens as a new member on the P&Z Board.
Ms. Cohens was present and introduced herself to the City Commission.
Moved to appoint Ms. Princess Cohens as a new member of the P&Z Board.

3. Hawthorne Fitness Appraisals
City Manager Vause- The City has been approved to receive a $300K matching ACBOCC grant through Wild Spaces Public Places grant to purchase the Hawthorne Fitness Center and two additional properties. Staff is waiting on bids to be returned for the appraisers.
Moved to authorize the Mayor and City Manager to hire the lowest and most qualified bidder.

1. Medical Marijuana Moratorium
City Attorney Hoehn- This is a 90 day moratorium. The City Commission is still awaiting the pending regulations from the State Department of Health, which is expected to be issued by September. The moratorium was passed on first reading July 18, 2017.

2. City of Hawthorne Comprehensive Plan Update
City Planner Reagan- the City received a DEO Community Planning Technical Assistance Grant to update the City Comprehensive Plan to comply with Chapter 163 of the Florida Statues. The P&Z Board convened on May 24, 2017 and recommended approval of the Data & Analysis and updates to the City Commission.
Moved to approve the update for submission to the DEO and appropriate agencies for adoption.

FIRST READING
1. A 17-1 Higginbotham, Lubben, and Saunders
City Planner Reagan- Staff received a voluntary annexation petition for six parcels contiguous to the western municipal limits of the City of Hawthorne. These parcels total approximately 348.19 acres. If the annexation is approved the City must amend the Future Land Use and Zoning maps to adopt city land use controls for the property.

3. City Commission
Commissioner Roberts-Cheatham- Thank you to everyone that came out. We have a very nice crowd. Happy about the direction we are going in. Super seniors will meet on September 6, 2017 at the Methodist Church dining hall at 10AM.
Commissioner Floyd- Excited about SE 221st Street new pavement coming. Thank you to our City Clerk/Code Officer for doing a great job with codes. The city is looking very clean.
Commissioner Bouie- Kudos to staff as well. She also see a lot of improvement within the City.
Vice Mayor Howard- Thank you to City Planner Reagan for her hard work and she will be missed.
