3.  Resolution- Engineering Service Agreement, Bidding & Construction Services SJRWMD FEDI Cost Share Water Main Replacements, Phase II

4.  Proposed Fire Assessment
City Manager Vause- The ACBOCC is considering a Fire Special Assessment as a Non-Ad Valorem alternative revenue mechanism used to directly fund fire suppression services.  The County currently funds fire suppression services through Ad Valorem taxes via a Municipal Services Taxing Unit (MSTU) at 1.7705.  A Fire Assessment program would replace the MSTU with a Municipal Services Benefit Unit (MSBU).  To fund the fire suppression service the county would need to adopt the Fire Assessment program (MSBU) or raise the MSTU to 2.2670.
No action needed.  Informational only.

5.  ACBOCC Gas Tax
City Manager Vause-ACBOCC and the City of Gainesville are in negotiation on the 4th-6th cents gas tax that expires December 2017.  This could cause a reducing in the amount of gas tax that the City of Hawthorne receives.  Staff encourages the Commission to follow this and attend the ACBOCC meetings when it is on the agenda.

6.  Phase II Water Line SJRWM Update
City Manager Vause- Four bids received on the bid opening for the downtown water line replacement project.  The lowest bid was $95,434.47 over our grant of $453,000.00 from SJRWM.  Staff would like to pursue the option to borrow the money.
No action needed. Update only.
7.  Farm Share Event
City Manager Vause- special thanks to staff, our Mayor, Chamber Volunteers, Hawthorne Area Resource Center, Area Churches and community volunteers.  The Farm Share event was again a huge success.

8.  Lift Station #1 pump replacement
City Manager Vause under an emergency repair/replacement procedure ordered the first available pump to be installed to avoid a major health and safety issue should the remaining #2 operating pump at the lift station cease to operate.

Moved to approve the Resolution memorializing the emergency expenditure of funds to repair/replace the pump at #1 lift station.

1. City Manager Vause- see City Manager’s report
2. City Attorney Hoehn- closing on the M&S Bank location was successful.  The City of Hawthorne is the new proud owner of the building.
3. City Commission
A.  Commissioner Roberts-Cheatham- Not Present
B.  Commissioner Floyd- Thank you to ACSO for being present on SE 65th Avenue.
C.  Commissioner Bouie- Congratulations to all Commissioners for being unopposed.
D.  Vice Mayor Howard- will be out of town on Saturday and will not be available to participate in the events on Saturday.

4. Mayor Surrency- Did have a cleanup at the park but did not have a good turnout. Paving downtown will be delayed until June 19.
