2. Resolution- Sewer Hook Up
The City Commission formalized its position that it has no intention of requiring City or Alachua County residents to hook up to any extension of the City sewer lines as a result of the potential annexation of Plum Creek’s land into the city limits.

1. Ordinance 2015-17 A 15-1 Envision Alachua Annexation
Mr. Chris Dougherty of Littlejohn an S&ME Company presented the staff report for the 2nd reading for Ordinance 2015-17 A 15-1 Envision Alachua Annexation. The annexation does not include the right-a-way of CR2082.
A. Alachua County Staff Presentation
Mr. Kenneth Zeichner of Alachua County Department of Growth Management presented a report on what Alachua County believe annexing this property would create certain concerns relating to land use compatibility, etc.
B. Plum Creek Presentation
Mr. Tim Jackson of Plum Creek announced Plum Creek is merging with Wearhouser but he is here to represent Plum Creek only. Mr. Jackson explained the incentives of annexing this property an expanding the City of Hawthorne boundaries.
Ms. Frances Marino, President of Land by Design, LLC- She reviewed Alachua County Boundary Adjustment Act. The proposed annexation area is located in the City of Hawthorne reserves area. In her findings the property does not create enclaves and fully complies with the Boundary Adjustment Act.
Mr. Lowell Garrett, ACP Senior Planner of EDA in Gainesville- Agree with the responses from Ms. Frances Marino that the annexation fully complies with the Boundary Adjustment Act.

2. Ordinance 2015-16 EA-Hawthorne Comprehensive Plan Amendments
Mr. Chris Dougherty of Littlejohn an S&ME Company gave the staff report on the 2nd reading of Ordinance 2015-16 for EA-Hawthorne Comprehensive Plan Amendments with the proposed changes to the original amendments. Littlejohn staff recommends approval of the EA-Hawthorne Comprehensive Plan Amendments (Power point presentation on file)
A. Alachua County Staff Presentation
Mr. Ben Chumley, Senior Planner with Alachua County Growth Department, summarized major issues Alachua County has with the EA-Hawthorne Comprehensive Plan Amendments. (Power point presentation on file)
Mr. Stephen Hofstetter, Alachua County Environmental Protection Department explained how Alachua County thinks the EA-Hawthorne Comprehensive Plan will adversely affect water use in Alachua County. (Power point presentation on file)
Mayor Surrency questioned Mr. Chumley about the funding of Fire Services in Alachua County. In section i.5.1 The City of Hawthorne Commission is more than happy to change that language to show Alachua County we are more than happy to work with them. Mayor Surrency asked for any suggested language changes from Alachua County staff.
Alachua County staff suggested to amend the language in i.5.1 to read as follows; “any extensions of water and sewer lines into the unincorporated rural agriculture area would require approval by the Board of County Commissioners based on policies in the Alachua County Comprehensive Plan”.
B. Plum Creek Presentation
Mr. Tim Jackson of Plum Creek gave the Comprehensive Plan Amendment results. If approved it will attract small and large industries that will bring jobs to the eastside of Alachua County. It will also add more tax base inside the city and bring in more revenue to the City of Hawthorne. This property is defined in the County Comprehensive Plan to be urban which was adopted in Alachua County Resolution 06-10.

The old theatre is being sold for taxes. The opening bid is $8700.00. It has termite damage and staff recommends not to purchase.
