1. Presentation- Pastor Kevin Thorp, Candidate for Alachua County Commissioner
Pastor Thorp announced he is running for Alachua County Commissioner District 1 seat against Commissioner Byerly. He also congratulated the City of Hawthorne for the great things going on inside the city.

FIRST READING
A. Ordinance- A 15-1 Envision Alachua Annexation
1. City of Hawthorne Staff Report
Mr. Chris Dougherty of Littlejohn an S&ME Company presented the staff report and explained the findings that the annexation is deemed consistent with the Boundary Adjustment Act as amended. He also stated in accordance with the Boundary Adjustment Act, this annexation is deemed to be reasonably compact as it does not create enclaves, pockets or finger areas in a serpentine pattern. 2. Mr. Kenneth S. Zeichner, Alachua County Department of Growth Management gave an overview on what Alachua County believe to be the problem with annexing this property into the City of Hawthorne. (Power point presentation on file)
3. Plum Creek Staff presentation
Mr. Tim Jackson gave a brief history and explained why this is a great step for the City of Hawthorne to take and how the Hawthorne Community will benefit from annexing this property and expanding its boundaries. (Power point presentation on file)
Mr. David Coffee, Plum Creek Legal Consultant gave an overview on the Boundary Adjustment Act. He reviewed the county comments on the USR for the proposed Annexation and the County comments are relevant to those for an Involuntary Annexation and this is a Voluntary Annexation. The City Commission gave brief comments regarding the annexation as well.
Mayor Surrency reassured the citizens and property owners that the City of Hawthorne will not force anyone to tie into the city’s water and sewer system. Mayor Surrency also stated how everyone, even Alachua County will benefit from the annexation of this property.
Moved to adopt the Ordinance on First Reading by title only.
