E. ~CITIZEN COMMENTS
Ms. Nancy Kirkland- What impact will Plum Creek annexations have on the millage rate? Will the impact fall on the citizens of Hawthorne to take up the slack? How soon will GRU extend their services to replace Clay Electric? Read they are bringing in gas lines so electricity will soon follow.
Mayor Surrency- Nothing will change the millage rate. In his opinion we will have more people to spread the cost between, so the property taxes over time should decrease. The gas lines are coming from Putnam County to Hawthorne not from Gainesville and the main demands for gas is the Elementary and High Schools.
Ms. Karen Chadwick- Ground water is a great concern. The salt water is coming up and it’s affecting the well water around the state. Looking at the City of Hawthorne permits and Hawthorne has a permit for 1 million gallons per year, so Hawthorne will have to raise the permit to 500 million per day to cover the new development. That’s a big jump and will hate to see the current users suffer from this.
Mayor Surrency- Looking into an irrigation ordinance with Alachua County to come up with something to work with the unincorporated and corporate areas. Right now they can’t have any residential land scape irrigation at all.

2. Urban Services Report Staff Recommendation
City Manager Vause introduced Mr. Chris Dougherty from Littlejohn an S&ME Company.
Mr. Chris Dougherty explained this is the first reading of the Urban Service Report. We are not adopting any annexations. We are just looking at the report regarding the Urban Service Report (USR) that describes the items required to serve the property if it becomes a part of the City of Hawthorne. These services include police and fire protection, solid waste disposal, potable water and sanitary sewer, drainage, parks and recreation, planning and zoning services, street lighting, transportation, electricity, and facilities, schools, and city revenue sources.
Mayor Surrency- The cost associated with these services will be paid by the property owner and that is included in the USR as well. The citizens will not be responsible for that. Once they start to develop they will have to follow the City’s Code of Ordinances just like everyone else. There are other meetings and this process should take 4-6 months. Would like to encourage everyone to come out and attend the meetings.

A. Ordinance- Adoption of Urban Service Report
City Attorney Hoehn read the Ordinance by title only.
Mayor Surrency opened the floor for Comments & Discussion.
Ms. Katy Davis-Will Plum Creek or whomever they sale the land to be required to connect to the City of Hawthorne water?
City Manager Vause- Any development has to enter into a developer’s agreement with the City and have to furnish an assured bond to the city that they will do what they promised to get water and sewer services to the property and the property owner is responsible for paying for the infrastructure.
Mr. Teddy @ Hawthorne Florist- visited a crash site on 2082 and surprised at all the trees that have been removed. Road has a lot of access water on it. Do the city have enough money to paved the road and deal with the run off of the water?
Mayor Surrency- 2082 is actually a county road and Alachua County maintains that road from SE 221st street all the way pass the high school into the Grove Park area.
Mr. Frank Morgan- Water is going from 1 million gallons a year to 5-6 million gallons per day. So who is going to pay the cost for these wells to pump this water that’s going to be needed for this development?
City Manager Vause- Just a correction to what was previously said. The City of Hawthorne residential users use 87.6 million gallons per year and commercial customers use 9.7 million gallons per year. Any upgrades for water and sewer for any new development, the cost has to be paid by the developer. They pay the impact fees to develop.
Moved to adopt the Ordinance for the Urban Services Report for A 15-1 on first reading and direct staff to schedule the item for second reading.

H. ~CITIZEN COMMENTS
Mr. Gilbert Randall- Asking the City Commission to enter into conversation with Alachua County to request Alachua County to spray for the mosquitos.
City Manager Vause- Will check into that to see if that service is available.
Mr. Teddy @ Hawthorne Florist- Heard on the news the State of Florida has no incentives to bring large business to here. So what does Hawthorne have to offer big developers?
Mayor Surrency- Working with the Chamber of Commerce to promote the quality of life in Hawthorne that we all have grown to love. We will make sure what comes to Hawthorne fits our community. Also Hawthorne has the logistics part because Hawthorne is centralized and two major highways (US 301 & SR20), also CSX corridor and we are close to the ports in Jacksonville and Tampa.
City Manager Vause- City of Hawthorne is part of the Regional Partners Group of the Chamber of Commerce in Gainesville and they do national marketing for all the small cities in Alachua County.

A. Commissioner Roberts-Cheatham: Informed every one of the Super Seniors Health fair is October 7 at the First Baptist Church in Hawthorne and invited the people to come out and have a great time.
B. Commissioner Floyd: Thanks to the staff and City Commission for him to attend the FLC in Orlando and for being understanding about him leaving early.
C. Commissioner Bouie- Enjoyed the FLC and congratulations to Mayor Surrency for being the new President of the FLC.
D. Vice Mayor Howard- None
4. Mayor Surrency- Hawthorne High football season has begun and they are coached by Hawthorne’s very own Cornelius Ingram. Visit the local schools to see the new programs. Special Meeting on the Budget and Millage Rate on Thursday September 3, 2015. Thank you to everyone that attended the meeting tonight.
