D. ~COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS
1.  Proclamation- Father Roland Julien of St. Phillips Neri Catholic Church
The City Commission presented Father Julien with a proclamation for his 28 years of service in the Hawthorne Community.
2.  Presentation- Zoning
Mr. Alex Patton who owns a research company spoke on the research his company did regarding marijuana legalization.

Ms. Janice Brown Stallings- Heart Pines School will have their May Fair at LOCNP on Sunday April 26, 2015.

2.  NFRPC Report
Commissioner Roberts gave an update on the NFRPC and their issue with Wells Fargo Bank.

3.  One time pay adjustment
Commissioner Roberts asked for an update on the status of staff receiving their one time merit pay.  City Manager Vause gave an analysis and informed the public the last time staff received the merit pay was in 2013.
Moved to approve the one time merit pay as requested by the City Manager for each staff member.

G.  PUBLIC HEARING
SECOND READING
A.  Re-adoption of A12-1 Hale & Associates Annexation
City Planner Castine- Original legal description for Ordinance 12-7 was incorrect and this re-adoption will properly address the errors.
Moved to re-adopt the Ordinance for annexation A 12-1 on 2nd reading

H.  DISCUSSION ITEMS
1.  Code Enforcement Procedures
City Manager Vause- The City Commission directed staff to look into the Code Enforcement procedures that the City is currently doing.  Staff has no recommendations to change the way we approach codes enforcement procedures.
The City Commission agreed to have a Code Enforcement & Noise Ordinance Workshop on May 5, 2015 at 5:30PM.

2.  Water Deposits
City Manager Vause- Citizens have requested returning customer deposits after a certain amount of time.  Staff contacted the FRWA and their staff stated as long as the deposits are in a restricted account and not commingled with operating funds the deposits does not have to be returned.
The City Commission agreed to continue as is and keep the deposits on file.  No action was taken.

J. ~REPORTS/ANNOUNCEMENTS/INFORMATION
1. City Manager Vause gave an update on the Audit, Visioning, Legislative Appropriation, St John River Water Management, CDBG, FRDAP, Love’s Travel Center, Hawthorne Estates, Water Line Replacement project, LOCNP, PLC, and Hope for Hawthorne, FDEP and Staff.
2. City Attorney Hoehn- No Report
3. City Commission
Commissioner Roberts- May 6 the Super Seniors will be at the Hawthorne Athletic Park at 11AM.  Thanks to Commissioner Bouie for accepting the position School Board Committee.  Thanks to Mayor Surrency for doing the car wash to help raise money for the senior’s transportation to Tallassee.
Commissioner Carlton- Enjoyed trip to Tallahassee.
Commissioner Bouie- Thanks to City Manager for attending Ethics class along with the City Commission.
4. Mayor Surrency- Thanks to Super Seniors for attending Tallahassee to represent the City of Hawthorne.  Will be in San Antonio, TX with the Florida League of Cities.
