D. ~COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS
1. Fair Housing Workshop
Mr. Fred Fox distributed a Fair Housing package and gave a brief presentation on Fair Housing and the Fair Housing Ordinance the City of Hawthorne has in place. Mr. Fox also explained what is Prohibited, Additional Protection if you have a disability, Housing Exemptions, and How to file a complaint if you believe you have been violated through Fair Housing.
E. ~CITIZEN COMMENTS
1. Ms. Jennifer Tozzo- Believes she has been targeted for unfair code violations. Believes code complaint is retaliation from the neighbors and does not trust Mr. Al Davis and believes Mr. Davis just wants to fish around on her property.
City Attorney Hoehn- Wants the record to show CEO Davis was not going to fish around. He was going because of a code complaint received.
City Commission suggested to ask Alachua County Code Officer come out an inspect Ms. Tozzo property for possible code violations.
2. Ms. Yvonne (Did not want to give last name)- Purchased home 3 years ago and was told she could not get her $140 deposit back until she moves and close her account. Asked the City Commission to look into changing that and put a time limit on it for instance customers can get their deposit after 5 years.

2. Resolution- FDOT SR20 Utility Relocation
City Manager Vause- Staff seeks direction on the relocation of 2” water lines along SR20 that must be relocated for the widening of SR20 in 2016. Two Fold has estimated the relocation will cost $14,738.15 or we have the option to allow FDOT move them and charge us as they did on the previous relocation.
Moved to approve the Mayor and City Manager to sign the summary of Utility Work and Execution notifying FDOT the City of Hawthorne will relocate the 2” water line.

3. Resolution- Waste Pro Renewal
City Manager Vause-Time to renew the WastePro contract. If renewed the contract will stay in force for another 2 years 2016-2017. How the contract is structured if approved it’s an automatic 2 year renewal.
Ms. Dana Miller was present from WastePro.
Moved to approve the contract renewal for WastePro.

G. ~~~~PUBLIC HEARING-
FIRST PUBLIC HEARING
CITY OF HAWTHORNE, COMMUNITY DEVELOPMENT BLOCK GRANT
- Mayor Surrency open the Small Cities CDBG portion of the City Commission meeting.
- Mr. Fred Fox gave a presentation on the Small Cities CDBG Program including Program Categories, Amount of Funding Available and timing of FFY 2014 CDBG Application Cycle from a Representative from Fred Fox Enterprises.
- Mayor Surrency opened the Public Hearing.
- Public Hearing – Public brings forward projects they would like to see considered for inclusion in the City’s CDBG application. - None of the public came forward.
- Mayor Surrency closed the Public Hearing.
- Staff presents project they are recommending.
City Manager Vause stated staff is recommending replacing waterlines in Downtown Hawthorne.
- CATF recommendation on project to pursue.
The CATF recommended the water line replacement project in Downtown Hawthorne.
- Commission has open discussion on community needs and possible projects.- The City Commission briefly discussed the possible projects.
- Commission directs staff, the City engineer and the grant writer to develop an application for a specific project.
Moved to approve staff recommendation regarding the waterline replacement in Downtown Hawthorne.

J. ~REPORTS/ANNOUNCEMENTS/INFORMATION
1. City Manager Vause gave her week in review on Grants, Love’s Travel Center, Hawthorne Estates (Pleasant Gardens), Water line replacement project, Earth Skills-LOCNP, HYS, Fire station and Staff.
2. City Attorney Hoehn- Altitude case is proceeding on schedule and Altitude has not responded. Gave an update on the noise ordinance.
3. City Commission
Commissioner Roberts- Senior’s working on going to Tallahassee to the State Capital. Need a replacement for her position on the Concurrency Board.
Commissioner Carlton- None
Commissioner Bouie- None
Vice Mayor Howard- None
4. Mayor Surrency- Boundary Adjustment Act put on by Plum Creek had a good turnout. Free Class on Sexual Harassment here at City Hall on March 12. Free Ethics Class April 17 & May 1 in Alachua.
