1. February Citizen of the Month Ms. Memree Stuart
The City Commission and Staff thanked Ms. Stuart for her great contributions to the City of Hawthorne. Ms. Stuart thanked everyone and said her time in Hawthorne was the best. She will return to visit.

Ms. Janice Brown- William Bartram day is Saturday February 22, 2014 at the LOCNP. Please support the event and she purchased more chairs on her own.
Ms. Jennifer Tozzo- Thanked Ms. Stuart for support her dog Zoey.

2. Ms. Mary Hollie Utility Billing
City Manager Vause- Last year the city entered into an agreement to pay the bill but Ms. Hollie had personal issues that delayed payment. Ms. Hollie is asking to close the account to stop late fees and open the new account and continue to make payments on past due account. The city will place a lien on her home until the debt is paid.
The City Commission and Staff continued this discussion.
Moved to close the current account and open a new account and place a lien on the Hollie property until the account is paid in full. Must pay a minimum of $25 per month until the account is paid. If it is not paid then the water will be cut off.

City Planner Castine introduced the item and stated staff recommends approval.

Discussion- Representative of St. Paul Cemetery asked whether the cemetery was wrongfully taken by the City.
Mayor Surrency explained this does not include the St. Paul Cemetery.

H. DISCUSSION
1. American Tower
City Attorney Hoehn explained American Tower is offering to buy out the city’s lease agreement for one of the cell towers located in the city or extend the lease for 30 years. The proposed to buy the agreement for $265K or an extension with a onetime signing bonus of $20K.
Mayor Surrency explained how much money the city would receive over 30 years versus the buyout.
Moved to bring back proposal contract for 30 year extension.

2. The Reservation Subdivision Streets and Drainage Easement
City Manager Vause introduced the item and stated staff learned the Reservation Subdivision is privately owned the roads and drainage is owned by the homeowners association. No evidence streets or easements ever transferred to the City.
City Attorney Hoehn- Affirmative action must be taken to transfer ownership to city.

J. REPORTS/ANNOUNCEMENTS/INFORMATION
City Manager Vause gave an update on Altitude Communication, Fire Station, The Park & Rec. Board, LOCNP, William Bartram Heritage Day, Park & Rec. Director, FRDAP Grant, American Legion, Joint Mtg with ACBOCC, CSX and Staff.
City Attorney Hoehn- None
Commissioner Roberts- Super Seniors had a good dessert event. Their next meeting is March 5. Ms. Tozzo did a great heart presentation and the NOMAD participants as possible citizen of the month. Was told an appreciation dinner for Mr. Eddie Martin, former City Commissioner will be Sunday at 11:00am at Galilee Baptist Church and an event for Rev. Carnell Henderson, former City Commissioner will be on March 8 at 4PM.

Vice Mayor Howard- None
Mayor Surrency- Girls Basketball Team made it to the State Playoffs and the Boys team is still playing as well. Would like to recognize both teams at one of the upcoming meetings.
LOCNP event is this Saturday. April 1 & 2 is Legislative Action Days in Tallahassee. So let’s cancel the first meeting in April and schedule a special meeting if needed before the second meeting. Road tax will be back for 2014 and workshops will occur. The debate is how long to do the tax and it is expected to be on the November ballot.
