2.  National Registry LOCNP Cemetery
City Manager Vause- Putnam Land Conservancy wishes to have the Hawthorne Cemetery (SR 20) register of Historic Places.  They are asking for the Commission’s approval for the application for register the Hawthorne Cemetery on the National Register of Historic Places.

G.  PUBLIC HEARING
1.  First Reading- Purchase of property by FDOT for SR 20 expansion
Florida Communities Trust (FCT) has agreed to allow the City to use 13.436 acres of LOCNP for SR expansion in the amount $79,800.  The City will reimburse FCT $39,800 because grant money was used by the City to purchase the property.  The remaining funds of $40K will be placed into a segregated account to be used solely for the LOCNP.

Moved to adopt the Ordinance on 1st reading approving the conveyance and authorizing the City Manager and/or Mayor to execute documents in furtherance of the transaction

H.  DISCUSSION
1.  Helping our local school system
Commissioner Carlton- would like to have the Commission’s ideas on how to support and improve the local schools.
The City Commission expressed their concern on how the school could be fixed and what the City Commission could do to help fix the problem.

2.  Karl Jenson drainage issue
City Manager Vause- Mr. Jenson property is located at 22930 SE 65th Place and he is asking the City to fix the side of the road with a mixture of rock and sand.
The City Commission directed staff to do research and investigate how to resolve this issue.

3.  ACBOCC E-Cigarettes Ordinance
City Manager Vause- The Ordinance prohibits use of e-cigarettes at certain locations and governs the sale of and use of such e-cigarettes.  ACBOCC is asking each city to opt in with their ordinance or do an ordinance on our own supporting this.

I.  CITIZEN COMMENTS- None

J.  REPORTS/ANNOUNCEMENTS/INFORMATION
City Manager Vause- update on fallen tree, Brownfield Assessment Grant, FLC, HLEC, LOCNP, Park and Recreation Director, American Legion where Mr. Womack is asking for the City support on the grant application for a veteran’s memorial and all City Commissioners agreed the City of Hawthorne should support this. Also the Joint Meeting with ACBOCC in which all Commissioners agreed on the date Tuesday, May 20, 2014 for the Joint Meeting.  City Manager gave an update on the Fire Station and Staff.

City Attorney Hoehn- None

Commissioner Roberts- Thanks for having the old health clinic property cleaned.  Ms. Vivian Wagner is in rehab in Starke.

Commissioner Carlton- None

Commissioner Bouie- None

Vice Mayor Howard- None

Mayor Surrency- Sign up for Santa Fe Classes at Hawthorne High School has begun.  Classes start on Jan 26, 2014.  Also sign up to be a mentor.
