1. Citizen of the Month- Dr. Jay Garlitz
Mayor Surrency presented Dr. Garlitz with the Citizen of the Month award.
Dr. Garlitz- Have been in Hawthorne for 32 years and love the community.
The City Commission thanked Dr. Garlitz for his service to the City of Hawthorne and the Community.
2. Alachua County League of Cities- Mayor Gib Coerper of Alachua and Mayor Shutterly of the Town of Micanopy
Mayor Coerper & Mayor Shutterly gave an update on the Boundary Adjustment Act.
3. Waste Pro- Ms. Dana Miller- Want to present a check for $100 to Commissioner Roberts for the Senior Center.
E. CITIZEN COMMENTS
Ms. Janice Brown Stallings spoke on the danger of the intersection at Hwy 301 under the over path- Saturday at 9am they will plant wild flowers at LOCNP.
Commissioner Roberts also added how she was almost in a fatal accident at the intersection at HWY 301 under the over path.

2. Budget Amendment Resolution
City Manager Vause- Florida Statue 166.241(4) allows the governing body of a municipality at any time within a fiscal year or with 60 days following the end of the fiscal year to amend a budget for that year. Staff recommends changes for the FY 2012-13 budgets.
Moved to approve the Ordinance authorizing the changes for the FY 2012-2013 budget.

3. Brownfield Development Program Resolution
City Manager Vause- In order for the City to be eligible to receive redevelopment grants and technical assistance from the US Environmental Protection Agency (EPA) and Brownfield redevelopment incentive from the State of Florida the City Commission must create a Brownfield Redevelopment Program.

4. Pump Purchase
City Manager Vause- Received estimates for the backup pump for lift station #1. The new pump would cost $10,720 from Custom Pump and Controls, Inc. To repair the pump would cost $6,350.

5. City Government Week Resolution
City Manager Vause- City Government Week is October 20-26, 2013 and the Florida League of Cities wants to encourage every city to take an active part in promoting their city through civic education and volunteerism.

6. Update on Annexation of LOCNP
City Planner Castine- Per the direction by the City Commission, staff initiated an application for voluntary annexation of the southern 65 acres of LOCNP, which is owned by the City of Hawthorne and located in unincorporated Alachua County. This will come back before the City Commission in November.

1. SECOND READING
A. Land Lease Ordinance-HLEC
City Manager Vause- Hawthorne Life Enrichment Center seeks to work cooperatively toward the goal of locating a permanent facility for intergenerational services in the City. They are asking for a 99 year ground lease agreement on the property located at 22000 SE 65th Avenue.
Moved to approve the Ordinance for the Ground Lease on 2nd Reading.

H. CITIZEN COMMENTS
Mr. Larry Tilbury- ASO needs to patrol more on Hwy 301 for speeding.
I. REPORTS/ANNOUNCEMENTS/INFORMATION
City Manager Vause gave an update on FDOT, St. Paul Memorial Cemetery, Week in Review, CSX, ACFR, Lindsey Phillips Park, HAP, WWTP, Maintenance and Staff.
City Attorney Hoehn- Spoke on new statue in place about Citizen Comments on agendas. City of Hawthorne is already in compliance because we do this already.
Commissioner Roberts- NFRP meeting discussed citizen comments on agenda also. Encourage City Commission going back to doing consent agenda to save time.
Commissioner Carlton- None
Commissioner Bouie- Thank you to all the guest that attended the meeting tonight and thank you to staff for all their help.
Vice Mayor Howard- None
Mayor Surrency- Fall festival October 26, 2013 from 6:00PM-9:00PM. CRA Board met and had a great discussion and we look forward to what new vision the board may have.~The October Chamber event
