2.  Update to the Capital Improvement Element
City Planner Michael Castine- In August 2013 the City Commission directed staff to prepare an update to the Capital Improvement Element of the Comprehensive Plan in order to assure the City’s eligibility to apply for certain grant opportunities through the FRDAP.  
No action was needed.

3.  Nuisance Abatement at 21815 SE 71st Avenue
City Attorney Hoehn explained the City’s newly adopted 2 step process Nuisance Abatement Code to declare a condition a public nuisance.
The City Commission agreed to wait after the Code Meeting and bring it back before the City Commission.

SECOND READING
A.  Resolution- Adoption of FY 2013-2014 Final Millage Rate
City Manager Vause- Staff recommends adopting a millage rate of 5.3194 mills for 2013-2014 which is -0.04% below the Roll Back Rate of 5.3217.

B.  Ordinance- Adopting the Final Budget for FY 2013-2014
City Manager Vause- Staff recommends adopting the final FY 2013-2014 Budget Ordinance in accordance with FS 200.065.  General Fund $762,091.78; Water Fund $240,445.16; Wastewater Fund $382,724.00; & Sanitation $183,500.00.  Total of all funds $1,572,960.64.

2.  FIRST READING
A.  Ordinance- Ground Lease for Hawthorne Life Enrichment Center
City Manager Vause- The Hawthorne Life Enrichment Center seeks to work cooperatively toward the goal of locating a permanent facility for intergenerational services in the city.  HLEC wishes to have a 99 year ground lease on the property located at 22000 SE 65th Ave.  By City Charter such lease has to be accomplishing by an Ordinance.  The City will be responsible for maintaining the grounds.  HLEC will be responsible for the utilities.

H.  DISCUSSION
City Commission directed Staff to cancel the Commission Meeting on October 1, 2013 and only have one meeting that month on October 15, 2013 @ 6:30PM.

I.  CITIZEN COMMENTS- None

J.  REPORTS/ANNOUNCEMENTS/INFORMATION
City Manager Vause gave updates FDOT (termination of maintenance contract for SR20 that the City was responsible for), CSX, ACFR, Lindsey Phillips Park, HAP, Maintenance Dept, WWTP and Staff.

City Attorney Hoehn- None

Commissioner Roberts- City Manager did a great job on the budget.  The Stitt house has been reboarded up and the grass mowed.  Attended the Regional Planning Meeting and it went very well and it was very informative.

Commissioner Carlton- Attended the DOT meeting with the City Manager and the City of Hawthorne was well represented.

Commissioner Bouie- City Manger has been great walking her through the changes made in the City, and she will continue to meet with the City Manager to stay informed.  Mayor Surrency did a great job with the back to school bash.

Vice Mayor Howard- None

Mayor Surrency- Guidance Counselor Ms. Tiffany Hunt in the hospital in a medically induced coma and if you would like to make a donation you can drop it off to Shell Elementary.  Received public records request asking for all his emails from July 2013 till present.  Alachua League of Cities Meeting in City of LaCross tomorrow night.  Wife expecting baby #3.
