Alachua County Commissioner Charles Chestnut- Asking the City of Hawthorne to continue to look at the transportation surtax priority list and do it by Resolution.
The City Commission asked questions regarding the transportation surtax and other issues.

2.  Appointment to Commissioner Seat #4
City Attorney Harris-Hoehn- The passing of Commissioner Randall has left seat #4 vacant.  The City Clerk received 3 letters of intent from citizens seeking to serve in the seat.
Mayor Surrency thanked the 3 candidates for applying and opened the floor for nominations.
Commissioner Roberts- Moved to nominate Ms. Patricia Bouie
No other nominations were made.
Vice Mayor Howard- Move to close the nominations
Mayor Surrency asked Ms. Patricia Bouie will she accept the position and she did.
City Attorney Harris Hoehn swore in Ms. Bouie to serve as City Commissioner in seat #4.

3.  Sexton & Schnoll CPA Letter of Understanding
City Manager Vause- The audit for FY 2012-13 will be done by Sexton & Schnoll CPA.  The letter of Understanding details the audit to be done along with the Single Audit Act Amendments of 1993 and OMB Circular A-133.
City Attorney Harris-Hoehn read the Resolution by title only.
Moved to approve the resolution authorizing the Mayor to sign the Letter of Understanding from Sexton & Schnoll for the Audit.

A.  Resolution-Tentative Adoption of FY 2013-2014 Preliminary Millage Rate
City Manager Vause- Staff recommends adopting the millage rate of 5.3194 mills for 2013-2014 which is -0.04% below the roll back rate of 5.3217.
City Attorney Harris-Hoehn read the Resolution by title only.
Moved to adopt the Resolution as presented.

City Manager Vause- Staff recommends adopting the final FY 2013-2014 Budget Ordinance on one reading in accordance with FS 200.065.

Moved to adopt the Ordinance creating the Tentative Budget for Fiscal Year 2013-2014.

H.  DISCUSSION
1.  MOU- Hawthorne Life Enrichment Center
Attorney TJ Frasier who represents Hawthorne Life Enrichment Center summarized the Ground Lease Agreement for the Future Hawthorne Life Enrichment Center.

I.  CITIZEN COMMENTS
Ms. Jennifer Tozzo- the AED is being donated to the City of Hawthorne in remembrance of Commissioner Randall and a plaque will be displayed by the equipment.

J.  REPORTS/ANNOUNCEMENTS/INFORMATION
City Manager Vause gave updates on FDOT, CSX, ACFR, Records and Storage Building, Lindsey Phillips Park, HAP, Maintenance, WWTP and Staff.

City Attorney Harris-Hoehn- None

Commissioner Roberts- Thank you to everyone that applied for seat #4 position and we had a great time at the Hawthorne Life Enrichment Meeting today.

Commissioner Carlton- Hawthorne Medical Center grass has not been mowed.  
City Manager Vause- City Commission has an abatement you can put in place.
Commissioner Bouie- Thanks to everyone for the vote of confidence and she will meet with the City Manager to come up to speed.

Vice Mayor Howard- Welcome back to Commissioner Bouie.

Mayor Surrency- Welcome back to Commissioner Bouie.  September 5 is open house at Shell Elementary and Back to School Bash in the City Park next Saturday 1PM-5PM.  September 12 kids from the school will visit City Hall at noon.  Mentor Program looking for men to serve as mentors to the kids at Hawthorne High School.
