D.  COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS
1.  Proclamation- Commissioner Eleanor “Kit” Randall
Mayor Surrency and the City Commission presented a Proclamation to the family of City of Hawthorne Commissioner Eleanor “Kit” Randall who passed away on July 18, 2013.

2.  NFRPC Resolution of Appreciation
Mayor Surrency read a Resolution in recognition of City of Hawthorne Commissioner Eleanor “Kit” Randall and presented the Resolution to her family.

Mayor Surrency read a letter from Governor Rick Scott expressing his sympathy for the death of City Commissioner Eleanor “Kit” Randall.

Mayor Surrency read a thank you card from the family of Commissioner Randall thanking everyone for their support during the lost of Commissioner Randall.

Ms. Lisa Randall-Collins, the daughter of City Commissioner Randall thanked the City Commission and City Staff for their support during the lost of her mother.
Ms. Jennifer Tozzo read a poem she had writing in remembrance of Commissioner Randall.

Each Commissioner expressed their sympathy and gratitude of City Commissioner Eleanor “Kit” Randall to her family.

2.  Resolution- Interlocal Agreement for Planning Services
City Manager Vause- Staff recommends executing the agreement for Planning Services for FY 2013-2014 for $25K with Alachua County Board of County Commission.

Moved to adopt the Resolution authorizing execution of this agreement.

3.  Resolution- Wireless Communications Management Agreement
City Manager Vause- Utility Service Communications, Co is offering a wireless communications management agreement to market our water tanks and manage all revenue generation co-locations at the water towers.  Staff recommends approval.

Moved to approve the resolution to contract with USCC.

4.  Planning & Zoning Application
City Planner Mike Castine- the City of Hawthorne has advertised for an opening on the P&Z Board. Staff has received one application for the position from Ms. Richard Mahoney, owner of Advanced Metals LLC a business in the City of Hawthorne and is therefore eligible to serve on the Board.

Moved to appoint Mr. Richard Mahoney as a member of the P&Z Board.

G.  PUBLIC HEARING
1.  SECOND READING
A.  A 13-1 Little Orange Creek Nature Park Annexation
City Planner Castine- This is the second reading for the LOCNP Annexation Urban Services Report.  The property is owned by the City of Hawthorne and located in unincorporated Alachua County.

Moved to adopt the Ordinance for Urban Service Report for A 13-1 on second reading and direct staff to transmit the adopted Urban Service Report and Ordinance to Alachua County.

2.  FIRST READING- None

H.  DISCUSSION
1.  Commissioner Seat #4 Vacancy
City Manager Vause- The death of City Commissioner Randall has left seat 4 vacant and staff is asking for direction on the requirements of charter.

The City Commission agreed to take their time and have anyone interested to contact the City Manager and City Clerk to find out what the requirements are.  Applications must be submitted to the City Clerk by August 20, 2013 at 5:00PM.  The City Commission will then review the applications and go forward.



2.  North Central Florida Planning Council
City Manager Vause- Commission Randall was the City of Hawthorne representative for the NCFPC.  With her passing the Commission should appoint another Commissioner for the vacancy.

Commissioner Roberts- She served as Commissioner Randall’s back up and would be willing to serve if someone would serve as her back up.

Moved to appoint Commissioner Roberts to fill the position and Vice Mayor Howard as her back up in her absence.

3.  FRDAP Applications
City Manager Vause- The Florida Legislature in four years provided funding for the FRDAP program in the amount of $642K.  Staff seeks permission to apply for the FRDAP grant for Hawthorne Athletic Park and Little Orange Creek Nature Park.

City Commission agreed to allow staff apply for the FRDAP.

4.  Alachua County Legislative Delegation Hearing Date
City Manager Vause- November 20, 2013 will be the annual legislative delegation hearing for Alachua County.  Each year the City is invited to attend the delegation hearing and discuss any issues of interest with their legislators.

City Commission agreed to allow staff to attend the delegation.

5.  Budget Workshop
City Manager Vause- The budget workshop scheduled for July 18 was cancelled.  A new workshop needs to be scheduled as soon as possible.

The City Commission agreed to schedule budget workshops on August 13 at 6:30PM and August 20 at 5:00PM.

6.  CRA Meeting Date
City Manager Vause- A CRA Meeting is needed as soon as possible.

City Commission agreed to have a CRA Meeting on August 19 at 6:30PM.

7.  Florida League of Cities Conference
City Manager Vause presented a budget break down of the cost for the City Commission and herself to attend the conference.
Mayor Surrency asked each Commissioner to pick different classes at the League Conference so each class can have a representative.

8.  Alachua County Fair Grounds
City Manager Vause read a letter from Scott Ward, Chair of the Rural Concerns Advisory Committee.

Moved to send a Resolution from the City of Hawthorne about maintaining the barn at the current fair grounds.

9.  Municipal Voting Day
Mayor Surrency- Alachua County is trying to establish a voting day in early springs for all municipalities.  If the City of Hawthorne decides to change its voting day it must be by a Charter Amendment.

The City Commission agreed to leave the City of Hawthorne voting day as it is.

10.  Boundary Adjustment Act
Mayor Surrency- The Boundary Adjustment Act basically gives direction on how you can annex.

I.  CITIZEN COMMENTS
Ms. Jennifer Tozzo- would like to donate the AED to the City of Hawthorne in memory of Commissioner Eleanor “Kit” Randall and she is willing to pay for it out her own money.

J.  REPORTS/ANNOUNCEMENTS/INFORMATION
City Manager Vause gave updates on CSX, County Manager Baker, ACFR, Summer Interns, Lindsey Phillips Park, HAP, Maintenance, WWTP, and City Staff.

City Attorney Harris-Hoehn- No Report

Commissioner Roberts- want the public to know when we attend these conferences we go to work.  This is a working City Commission.

Commissioner Carlton- No Report

Vice Mayor Howard- No Report

Mayor Surrency- Thank you to the Randall family for coming out and Thank you to former Commissioners Bouie and Carter and Mr. Jimmy Floyd for showing interest in the vacant seat.
