C.  RECOGNITIONS & GUESTS
1.  Citizen of the Month- Ms. Jane Segal
Mayor Surrency- Thank you to Ms. Segal for the legacy she holds in Hawthorne.
Commissioner Roberts- Thank you to Ms. Segal.  Ms. Segal was responsible for bringing the Museum to Hawthorne; she served on the Chamber Board for several years and is a great benefactor to the City of Hawthorne.
Ms. Segal- She adores the City of Hawthorne and love the people in Hawthorne.
The other Commissioners thanked Ms. Segal and recognized her for the hard work she did in the City of Hawthorne and the different organizations in the City.

1.  Citizen of the Month nominations for May 2013
City Manager Vause nominated the volunteers of the Park and Recreation Department.

2.  Resolution- Tobacco Free Alachua County
City Manager Vause- Alachua County Health Department has presented their efforts to urge all vendors who sale flavor tobacco products to cease the sale and marketing of all such products in order to reduce the exposure and use of tobacco product to Hawthorne Youth.

3.  Resolution- 2013 Annual City Election Qualifying
City Manager Vause- the qualifying period for the 2013 City Election is Monday April 15, 2013 at noon through Wednesday April 24, 2013 at noon.  The qualifying fee is $58.00.

A.  CPA 13-1 Hale Small Scale Comprehensive Plan Amendment
City Planner Mike Castine- This is the second reading of this comp plan.  The property is being changed from Alachua County Agriculture to Commercial.

2.  FIRST READING- None


H.  DISCUSSION
1.  Oria S. Dunlap Life Estate
Commissioner Carlton- The City need to take legal action and have the building demolished.

City Manager Vause- The estimated cost to demolish the home is $10K.  She did speak with Alachua County Fire Department but they cannot burn it down without the property owners consent.

City Attorney Harris- the City now has the Nuisance Abatement in place but the city must upfront the cost and hopefully collects the money back through property taxes.

Staff and City Commissioners continued a brief discussion.

Vice Mayor Howard asked for time to speak with the property owner personally and ask him to contact city staff to get this property issue resolved.

2.  Ribbon Cutting at WWTP
City Manager Vause- The contractor is finished at the WWTP and asked the City Commission if they would like to do a Ribbon Cutting Ceremony.
All Commissioners agreed April 26, 2013 at 3:00PM.

3.  City Calendar
City Manager Vause went over the April and May 2013 calendar dates.

4.  May 21, 2013 Joint Meeting Agenda Items
City Manager Vause- Need to know in advance what agenda items will the City Commissioners like to be on the Joint Meeting Agenda.  These items should be submitted by next Tuesday.

I.  CITIZEN COMMENTS
Ms. Janice Stallings- The 1st Annual William Bartram Trail Head Event was a great success thanks to Mayor Surrency, Ms. Barbara Carlton and City Manager Vause and others for their support.

Ms. Jennifer Tozzo- Thank you to everyone for their support for her dog Zoe who was diagnosed with cancer.

J.  REPORTS
1.  City Manager Vause gave an update on the Great American Cleanup, ACFR, FDOT, WWTP, Pump replacements, City Staff, and American Legion yard sale April 13.

2.  City Attorney Harris- CSX has not closed the crossing at SE 222nd Street.  The Judge has officially ruled on closing and she is trying to get CSX to pay the settlement money to the City of Hawthorne.

3.  Commissioners
Commissioner Randall- None

Commissioner Carlton- None

Commissioner Roberts- 1st Wednesday of every month the Super Seniors meet at the American Legion Hall at 11:00AM-1PM.  The next meeting is May 1.

Vice Mayor Howard- Will be in conference in Georgia on the day of the Great American Cleanup and will not be able to attend.

Mayor Surrency- Kudos to the City Manager.  During his tour with the Florida League of Cities over the State of Florida he has heard great reports about our City Manager.
