2. Amendment 4
Mayor Surrency- The amendment makes several changes to the state’s property tax system. If this amendment pass it will hurt job growth, it’s unfair to Florida residents and treats the same properties differently for tax purposes.

3. Two Fold Agreement
City Manager Vause- this contract is up for renewal. The contract has the same terms as the previous contract except staff has deleted the services and charges related to lift station inspections which will save the city an estimated $700 per month.

4. Planning Services Contract
City Manager Vause- Staff recommends executing the agreement with ACBOCC for Planning Services for the FY 2012-13. The agreement is similar to the previous agreement except the cost went from $29K to $25K.
Mr. Chris Dawson, City Planner- Would like to thank the Commission and Staff for allowing him to serve as the Planner for the City of Hawthorne. He received a promotion with the county and Mr. Mike Castine will be the new Planner for the City of Hawthorne beginning in November.
The City Commission and Staff thanked Mr. Dawson for his services to the City of Hawthorne.

5. Florida City Government Week
City Manager Vause- Florida City Government Week is part of an ongoing effort sponsored by the Florida League of Cities (FLC) to raise public awareness about the services that cities perform and to educate the public on how city government works.

6. WSPP Budget
Parks & Rec. Director Wynkoop summarized the recommended budget for the Wild Spaces Public Places Budget.
Mayor Surrency recommended adding the $3,500 truck expense in the HAP & LPP Misc. Improvement line item on the budget.

7. RFQ 2012-01
Parks & Rec. Director Wynkoop- In this RFQ firms will submit qualification packets in effort to show how qualified they are for the intended project. Firms will not submit a proposed price for the scope of service. Instead a staff panel of three will rank and score the qualifications based on which firms are the most qualified to complete the required tasks.

A. LDR 12-2 Floodplain Management Regulations
City Planner Dawson- In order to continue to qualify for the flood insurance program the City must adopt changes to its existing regulations. The proposed changes are consistent with federal and state law and will allow residents of the city to qualify for federal flood insurance.
Moved to recommend approval of LDR 12-2 Floodplain Management Regulations on First Reading.

1. City Manager Vause gave an update on Town Hall Meeting at City Hall October 9 @ 6PM, Next CRA Meeting November 14 @ 2PM, down trees, fire prevention week, firehouse workshop, vacation date, fall calendar, lift stations, Park & Rec. Department, and Florida Boaters Improvement Grant.
