2. Financial Emergency Status
City Manager Vause- Sexton & Schnoll was contacted by the Auditor General for the State of Florida that due to a recent modification and removal of Section 218.503(1)(e) from the Florida Statutes; having a fund balance deficit is no longer considered a condition of financial emergency. Therefore, officially the City of Hawthorne is no longer in a State of Financial Emergency by the State of Florida.
Moved to approve the letter of Addendum to the Management letter from Sexton & Schnoll to be officially inserted in the FY 2010-2011 Audit.

3. Budget Ad
City Manager Vause- The Budget Summary Advertisement published in the Alachua Today Newspaper on September 20, 2012 was in error. The Florida Department of Revenue was given notice of the error. The recommendation from the Department of Revenue is to correct the Budget Summary, announce the correction in the Public Meeting and to submit the correction, minutes and agenda memo with the correction to the Department of Revenue with the TRIM Package.
City Manager Vause presented the corrected copy of the Budget Summary to the City Commission.
Moved to instruct the City Manager to file the correction with the Department of Revenue.

A. Adoption of Final Millage Rate for FY 2012-2013
City Manager Vause- The City of Hawthorne is the taxing authority. The FY 2012-2013 operating millage rate is 5.3194 mills, which is less than the rolled back rate of 5.4546 mills by -2.84%.
Moved to approve the Resolution adopting the Final Levying of Ad Valorem Taxes for the City of Hawthorne

B. Ordinance Adopting Final Budget for FY 2012-2013
City Manager Vause- On August 7 & 21, 2012 Staff met with the City Commission in Workshops to evaluate the proposed budget for FY 2012-13. Staff was directed to make several changes to the proposed budget. The final budget presented as follows: General Fund $761,284; Water Fund $224,300; Wastewater Fund $371,114; and Sanitation Fund $186,000 for a total of $1,542,698.

G. REPORTS/ANNOUNCEMENTS/INFORMATION
City Manager Vause- Alachua County Public Works doing Town Hall meetings around the County and the City of Hawthorne’s is scheduled for October 9, 2012 @ 6:00PM. Workshop for Tour of Fire Station & Lindsey Phillips Park is October 10 @ 3:00PM. Will be on vacation October 15-26, 2012. Need to reschedule November 6 to November 13 6:30PM Commission Meeting due to the General Election and City Hall is one of polling places.

Vice Mayor Howard- Local citizen in Hawthorne Ms. Margie Jenkins will turn 100 years old and would like for the City to recognize her.
Mayor Surrency- Great attendance at the County Candidate Forum. Working on gathering information regarding revenue for Business Taxes.
