1. Citizen of the Month
Mayor Surrency- Mr. Carl Lee Grimes is the citizen of the month for September 2012. He will make sure Mr. Grimes receives his certificate.
E. CITIZEN COMMENTS
Ms. Vivian Wagner- City is dirty need to clean up the City of Hawthorne.
Ms. Jean Caldenwood- Running for Alachua County Commissioner District 3 seat currently held by Ms. Paula DeLaney.
Ms. Jennifer Tozzo- Asking people to donate money for a memory brick for Ms. Hudnell that was killed in Hawthorne last year.

2. Water Conservation Measure Ordinance
Ms. Stacie Greco, Alachua County Environmental Protection was present to answer questions regarding Alachua County BOCC requesting the City of Hawthorne given them authority to implement water management district water shortages in Unincorporated Alachua County. This will give uniform countywide irrigation restrictions during water shortages.
The discussion continued and the City Commission agreed not to take any action at this time.
3. Communicom Lease- REMOVED
4. Amended Personnel Policy
City Manager Vause- The City Commission instructed staff to amend the Personnel Policies and Procedures to reflect the full time hours as working not less than 30 hours per week.
Moved to approve the amended sections of the personnel policy.

5. Renewal of Interlocal Agreement for Traffic Signal & Beacons
City Manager Vause- Staff is recommending the renewal of the Interlocal Agreement with the City of Gainesville for the repair and service of traffic signals and beacons.
Moved to instruct the Mayor and City Manager to execute the Interlocal Agreement.

6. Manhole Repair SE 216th Terrace
City Manager Vause- Staff is recommending the hire of TB Landmark Construction to repair a manhole located on SE 216th Terrace in Hawthorne. They turned in the lowest bid of $71, 941.64. We can use $62K of the FDEP Grant and $10K from the M&S loan for pumps.
Moved to approve the hire of TB Landmark Construction using the FDEP Grant and Pump loan funds.

8. City Manager Contract
City Attorney Harris- The City Manager’s current contract is set to expire on September 8, 2012. In seeking the renewal of the contract the City Manager has proposed two (2) different options as to term of contract and salary.
City Attorney Harris explained the two (2) options presented by the City Manager for her contract renewal.
The discussion continued by the City Commission & Citizens.
Moved to adopt Option A for a 5 year contract with the City of Hawthorne.

J. REPORTS/ANNOUNCEMENTS/INFORMATION
City Manager Vause- Did not prepare a City Manager’s report because she had nothing new to report but there is a town hall meeting at city hall on October 9 with Alachua County Public Works Department about them fixing county roads in Hawthorne.
City Attorney Harris- None
Commissioner Roberts- Commissioner Carlton was recognized at the Florida League of Cities Conference for 20 years of service, Mayor Surrency sits of the Florida League of Cities Board of Directors and she brought back a lot of information that may help the CEB.
Commissioner Carlton- Never suggested getting rid of City Manager Vause. He was just trying to negotiate the salary price.
Commissioner Randall- Presented material from NFRPC to the City Manger to kept at City Hall.
Vice Mayor Howard- Thank you City Manager Vause and keep up the good work.
Mayor Surrency- City Comments are sincere. Yes they sometimes disagree but they all appreciate the work done by the City Manager.
