C. RECOGNITIONS & GUESTS
1. Recognition- Ms. Jennifer Tozzo (CPR Class & Volunteer)
City Manager Vause- Ms. Tozzo volunteered to do the CPR class for staff and City Commissioners. All staff and four city commissioners was recognized for completing the class.
Mayor Surrency also presented Ms. Tozzo with the Community Spirit Award for volunteering her time.
D. COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS
1. Presentation- Ms. Shaney Levinston, Alachua County Library Director & Ms. Memree Stuart Alachua County Library (Hawthorne Branch Manager)
Ms. Memree Stuart introduced Ms. Shaney Levinston. Ms. Levinston announced she is the new Director of Alachua County Library District. Ms. Levinston thanked the City of Hawthorne and explained the goals and visions of Alachua County Library District.
2. Citizen of the month
Mayor Surrency- He would like to start nominating citizens every month to show appreciations to outstanding people from the Community. He would like the first nomination to go to Mr. Carl Lee Grimes. Mayor Surrency asked the City Commission to bring back other recommendations at the next meeting.

B. City Commission Meeting July 17, 2012
Commissioner Carlton- The minutes are incorrect because he voted no on item F6 CSX Railroad and Item F8 UB Clerk.
The City Commission instructed the City Clerk to go back and listen to the recording of the meeting and make the corrections if necessary
Moved to approve the minutes as presented, but bring the minutes back at the next meeting with the necessary changes presented by Commissioner Carlton.

2. ACBOCC Memorandum of Understanding Regarding Brownsfield Assessment
City Manager Vause- By passing this memorandum the City of Hawthorne will be eligible for funding opportunities from the US Environmental Protection Agency (EPA) Brownsfield Assessment Grant Programs.
Moved to authorize the Mayor to execute the Memorandum of Understanding for the Brownsfield Assessment Coalition.

3. City of Hawthorne Pay Grades
City Manager Vause- Staff seeks direction on the basic table of pay rates for the City of Hawthorne. Staff has prepared a comparison of pay rates from the Florida League of Cities & FPPA 2010 HR Management Partners survey of Florida Cities. In order to comply with the personnel policy adopted April 17, 2012 the City must maintain a basic table of pay rates.
Moved to table and schedule a workshop on September 4, 2012 at 4:30PM

4. Definition of Terms, Personnel Policy
City Manager Vause- Staff seeks direction on the amending the definition of Full Time employee hours and benefits.
Moved to direct staff to amend the personnel policy to include a scaled benefit package for hourly employees.

Discussion:
Ms. Jennifer Tozzo- Ms. Cooper found the theft of missing money and saved the City of Hawthorne several thousands of dollars. She is doing a great job.
Ms. Brenda Cooper- She volunteered to go to 30 hours under Mr. Ed Smyth management only during the summer months. It would be a hardship on her without her benefits.
Pastor Ida Elmore- Come from Equal Opportunity and she has never known insurance benefits to be broken down by percentage. It’s either all or nothing.
Vice Mayor Howard and Commissioner Roberts rescinded the previous motion.
Discussion continued.
Moved to allow employees working 30 or more hours to receive full benefits.

5. Code Enforcement Board Alternates
City Manager Vause- Currently the Code Enforcement Board has five active members but no alternates to fill any positions if the active members are not present. We have two applications for Code Enforcement Alternates: Mr. Terence Pollard and Ms. Vivian Wagner.
Moved to approve the applications for the Code Enforcement Board Alternates.

6. Nuisance Abatement Interlocal with Tax Collector
City Attorney Harris- In 2011 the City Commission adopted a Nuisance Abatement Ordinance to address certain public nuisances. To enforce the Nuisance Abatement Ordinance the City must enter into an Interlocal Agreement with the Tax Collector so the City can levy a special assessment against the property for the cost incurred in abating the nuisance.
Moved to approve the Interlocal Agreement for the Nuisance Abatement Ordinance as presented.

City Manager Vause- Gave an update on Audit, Gainesville Chamber of Commerce Tour, Alachua County Public Works, FDOT, Florida Works Youth Summer Program, Little Orange Creek Nature Park, Fire House Roof, Park & Recreation Department, Lindsey Phillips Park, and ACSO.
City Attorney Harris- None
Commissioner Roberts- Super Seniors will begin again on September 5, 2012 at the American Legion.
Commissioner Carlton- The roof on the Fire Building looks good, and thanks to the City Manager for getting that completed.
Commissioner Randall- None
Vice Mayor Howard- None
Mayor Surrency- Voting August 14, 2012 at City Hall. Back to School Bash August 17, 2012. Hope for Hawthorne Back to School Bash August 18, 2012 at the City Recreation Park.
City Clerk McGruder- Received free water bottles, pens and pencils to pass out to the kids in the Community.
