1. Recognition of Hawthorne Homecoming Committee
Mayor Surrency introduced the Hawthorne Homecoming Committee and presented them with a Certificate of Appreciation from the City of Hawthorne.
2. Recognition of Laura’s School of Ballet
Mayor Surrency along with Mr. & Mrs. Mike Stallings presented Ms. Laura Basford with a plaque thanking her for her generous donation to the Little Orange Creek Nature Park.

2. Hawthorne Athletic Park Master Plan
Park & Rec. Director Wynkoop- This contract is in accordance with the proposal the City Commission approved on June 5, 2012 for CHW to be the engineer for the Hawthorne Athletic Park Master Plan and Storm Water Engineering.

3. Electronic Submission of Certificate of Taxable Value FY 2012-13
City Manager Vause- Asking for permission to execute the electronic transmission of the Certificate of Taxable Value for FY 2012-2013 to the Alachua County Property Appraiser. This year it must be executed online.

4. Emergency Repair Sewer Line
City Manager Vause- We have a broken sewer line and a sinkhole has developed on SE 216th Terrace. Delay in repairing of this line and manhole could cause additional damages to the street and the driveway where the sink hole has developed. Staff is asking to proceed with engineering and bidding of the repair with Mittauer & Associates.
Moved to adopt the Resolution & to approve the work to be completed by the lowest bidder not to exceed $62K.

5. Recommendation of Award for CDBG
City Manager Vause- Mittauer has reviewed the bid and recommends the contract be awarded to Sawcross, Inc. contingent upon the approval of the Department of Economic Opportunity in the amount of $463K.
Moved to approve the Resolution to award contract to Sawgrass, Inc. for $463K contingent upon DEO approval.

6. CSX Railroad Crossing Closing
City Attorney Harris- City filed objection to closing of RR Crossing at SE 223 Street. An Administrative Hearing is scheduled for August 3, 2012 at City Hall. The Hearing Officer will make the decision but FDOT still can overrule the hearing officer and close the RR Crossing. CSX offered $7500 which FDOT has agreed to match for a total of $15K to the City to use as you see fit.

7. Ranch Motel
City Manager Vause- Ranch Motel received a no sale at the auction. The Ranch Motel owes the City $8964.73 for unpaid water bills. Legally the water can stay on until September 15, 2012. Wants direction on issue with water bill.
City Attorney Harris- wants an opportunity to speak with Mr. Ludwick regarding his water bill issue. The City currently has a lien on the property.
8. UB Clerk
City Manager Vause read a letter from UB Clerk Brenda Cooper. Ms. Cooper is asking the City Commission to allow staff to work 30-40 hours and still receive benefits or increase the position back to 40 hours.

Moved to suspend the letter issued by the City Manager and continue with benefits until the August 7, 2012 Commission Meeting.

Ms. Janice Brown Stallings- The roof in the Museum is leaking and the septic mound behind the Museum needs to be removed.

City Manager Vause- gave updates on the Audit, Taxable Value, Florida Works Youth Summer Program, Little Orange Creek Nature Park, Fire House Roof Contract, Pump Replacements, Parks & Rec. Department & Lindsey Phillips Park.

Commissioner Randall- New voter cards will be mailed out so look for your new card.

Commissioner Roberts- Super Seniors meeting 1st Wednesday in September @ 11AM at the American Legion.
Mayor Surrency- Alachua County sent letter trying to get St. Johns River Water Management to go under Suwannee County Water Management. Mosquito control in complaint driving so the more people complain to the Health Department the higher the City goes on the list. August 4 Shell Elementary is having a yard sale at the football stadium for the PTA
