2.  Florida Boating Improvement Grant
City Manager Vause- The City of Hawthorne is applying for a grant to repair the City’s boat ramp and dock.  This resolution is required as part of the grant application process.

Moved to approve the Resolution to apply for a Florida Boating Improvement Grant.

City Manager Vause read the Resolution by title only.

3.  Ranch Motel waiver of 10% penalty
City Manager Vause- By Ordinance 2011-14, section #58-36 it states that if any monthly bill for water service shall remain unpaid on and after the close of business on the 10th, a penalty of 10% of the bill will be imposed and added to the bill.  Mr. Ludwich of the Ranch Motel approached city staff and asked that the penalties be removed from his bill.  No other utility customer has been granted a waiver of the penalty when asking for an extension on their utility bill.  The City Manager does not recommend this waiver of penalty.

City Attorney Harris stated a lien was executed, not a promissory note in order to better protect city.

Moved to not waive the 10% penalty.

4.  FY 2012-2013 Proposed Budget
City Manager Vause- The City Charter states the City Manager shall submit a Budget to the City Commission on or before the 15th day of July of each year in accordance with state law.  Staff is asking the City Commission to schedule a date for the budget workshop and public hearing on millage adoption.

The City Commission agreed to have a budget workshop on July 17, 2012 at 4PM.

I.  CITIZEN COMMENTS
Mr. Alonzo Jenkins, Property Appraiser Candidate introduced himself.

Ms. Carol Palmer- Please reconsider opening up the police station.
Mayor Surrency- Trying to get the Fire Department & Sheriff’s Leader Group back in Hawthorne.  

Mr. Ray Daniel- Due to the economy the crime rate has increased.

Ms. Memree Stewart- The pamphlet from the Library goes out to the entire county.

J.  REPORTS/ANNOUNCEMENTS/INFORMATION
1.  City Manager Vause- Gave an update on FY 2010-11 Audit, 2012 Taxable Value, CSX Hearing, CRA Meeting, Florida Works Summer Employment Program, Little Orange Creek Nature Park, Public Works Dept, Fire House Roof Contract, Pump Replacements, Park & Rec Department, Lindsey Phillips Park and ACSO.

2.  City Attorney Harris- CSX Hearing is August 3, 2012 at City Hall at 9:00AM.

3.  Commissioners
Commissioner Roberts- Homecoming was good and we had a great turnout.  She received an award at the Black Caucus Banquet.

Commissioner Randall- Thank you to City of Hawthorne Staff for their assistance with Homecoming.  The City was well represented at Homecoming with all the Commissioners participating in the parade this year.  Had fun at the CPR class with Ms. Jennifer Tozzo.

Commissioner Carlton- Thank you to the City Manager for bank information.

Vice Mayor Howard- None

Mayor Surrency- Florida League of Cities starting website.  Ms. Libby Hartwell is the new Principle at Chester Shell Elementary.
