City Attorney Harris gave the swearing in ceremony for Commissioner Randall and Commissioner Roberts.

5. Cemetery Association
City Manager Vause- City Staff has been trying to fill the vacancies of the Cemetery Association with the upcoming retirement of Ms. Vivian Sparkman and Ms. Ina Kay Morgan. Because we have been unsuccessful city staff will have to be trained to meet the duties of the Cemetery Association.
The City Commission directed staff to provide a Comprehensive Budget for the management of the Cemetery by the City and bring it back before the City Commission.
6. Annual Conference Commissioners Attendance
City Manager Vause- The Annual Conference of the Florida League of Cities is August 23-25. The available budget is $2K. The City Commission needs to decide which Commissioners will attend and how the appropriate funds will be used. The cost for one Commissioner will be $1,051.38.
Moved to apply the budgeted amount not to exceed $1,051.38 per Commissioner and have staff to see if the funding can be pulled from another budget line item. If not then each Commissioner will be responsible for reimbursing the difference to the city.

7. Road Surtax Interlocal Agreement
City Manager Vause- This is an amendment to the ¾ cent road surtax to include sidewalks.

8. P&Z Appointment to Board
City Planner Dawson- Staff is asking the City Commission to appoint a full and alternate to the P&Z Board.
Moved to appoint Dr. Henry Noriega as the full member and Ms. Susie Reeves as the alternate for the P&Z Board.

A. Municipal Service Benefit Unit (MSBU) for Solid Waste
City Manager Vause- This is the second reading for the Original Ordinance that was adopted by the City of Hawthorne to be included in the non ad valorem assessment for MSBU and the 3 year term is set to expire.
City Attorney Harris read the Ordinance by title only.
Moved to approve the Ordinance, renewing consent for the City to be included in the non ad valorem assessment for a MSBU, created by Alachua County, Florida, for provision of solid waste management costs.

B. A 12-1 Hale & Associates Annexation
City Planner Dawson- Staff received a request for voluntary annexation from the owner of Parcel #19274-000-000. The Commission adopted the Urban Service Report for this property on March 6, 2012. The County has reviewed the Urban Services Report and has no objection to this annexation. This is the second reading for this Ordinance.
Moved to adopt the Ordinance for annexation A 12-1 on second reading.

C. CPA 12-2 Little Orange Creek Large Scale Comp Plan Amendment Adoption Hearing
City Planner Dawson- This is the second reading and adoption hearing for CPA 12-2. The Commission approved this item on first reading at the transmittal hearing on February 21, 2012. The item was then transmitted to various other review agencies for comment. Should the Commission approve this item on second reading it will be sent to those review agencies and become official in 31 days. The parcels included are #19315-006-000, 19622-002-000, and 19320-010-009-013.

City Manager Vause gave an update on the 2010-11, 2012 taxable value, June 3 Commission Meeting, Police Car sold, CPR Class, Florida Youth Summer Program, Little Orange Creek Nature Park, Public Works, Fire House Roof, Maxwell House, Pump Replacement, Park & Rec Department, Lindsey Phillips Park, and ACSO.
City Attorney Harris- CSX Hearing at City Hall on August 3, 2012
Commissioner Roberts- Seniors planning meeting at City Hall on June 27 at 10AM
Commissioner Carlton- The lot next door looks very bad.

Mayor Surrency- Homecoming June 28 opening ceremony is at 1PM. The parade is that Saturday at 4PM. Commissioner Roberts will be recognized by the Black Caucus.
