D. COMMITTEE REPORTS/PRESENTATONS/PROCLAMATIONS
1. Annual Report- Sheriff Sadie Darnell- Alachua County Sheriff’s Office
Sheriff Sadie Darnell, Major Mike Fellows and Captain Lori Stophel introduced the staff that patrols the City of Hawthorne area and gave the Alachua County Sheriff’s Office Annual Report.
2. Proclamation- Code Enforcement Officers Week
Mayor Surrency read the Proclamation making June 4-8, 2012 the week where municipalities recognized their Code Enforcement Officers.
3. Proclamation- Florida Senior Volunteer Week
Commissioner Roberts read the Proclamation making April 15-21, 2012 as Florida Senior Volunteer Week.
4. Proclamation- Florida’s Volunteer Recognition Month
Mayor Surrency read the Proclamation making April 2012 Florida’s Volunteer Recognition Month. Mayor Surrency, Vice Mayor Howard and Commissioner Roberts recognized the seniors that have participated faithfully with the Hawthorne Life Enrichment Program.
5. Recognition- Hawthorne High School
Mayor Surrency read the Proclamation recognizing Hawthorne High School as being a vital part of the Hawthorne Community. Principle Carter was present and thanked the City of Hawthorne and the City Commissioners for partnering with Hawthorne High to make it a better school.
6. Recognition- Chester Shell Elementary School
Mayor Surrency read the Proclamation recognizing Chester Shell Elementary as being a vital part of the Hawthorne Community. Ms. Parham was in attendance for Principle Shultz. Ms. Parham gave thanks on behalf of Principle Shultz and the Chester Shell Elementary Staff, and Students.
7. Presentation- Mr. John Martin- Candidate for Alachua County Commissioner
Mr. John Martin announced his candidacy for Alachua County Commissioner District 1 currently held by Mr. Mike Byerly.
E. CITIZEN COMMENTS
Mr. Mike Ludwich- Ranch Motel & Camp Ground- Is closing his business because he can’t afford to pay his water bill. May have a broken pipe underground but he don’t have the resources to fix it. The property will be auctioned off on July 13, 2012. He can pay $1900.00 towards this bill and promise to pay the remainder of his bill when the property sales if the City Commission agrees to leave his utilities on for the 8 tenants that are living there now.
The discussion continued and the City Commission asked questions.
Moved to accept the $1900.00 and have Mr. Ludwich sign a note agreeing to pay the entire water bill from the funds of the sale of the property.

2. Hawthorne Homecoming Ad
City Manager Vause- Hawthorne Homecoming is celebrating its 80 anniversary this year. Homecoming officials are asking for the City’s support by placing an advertisement in its publication.
Moved to do a full page ad at $50 for the Hawthorne 80 Homecoming celebration.

3. Annual Conference Municipalities Voting Delegate
City Manager Vause- The Annual Conference of the Florida League of Cities by law required that each municipality select one person to serve as the municipalities voting delegate.
Moved to have Mayor Surrency serve as the voting delegate for the City of Hawthorne at the Florida League of Cities Annual Conference.

4. HAP Master Plan
Parks & Rec. Director Wynkoop- the City of Hawthorne has been in default of a storm water pond at the athletic park, additionally the park has never been granted a zoning exemption in order to allow for building and improvements to the park. The HAP Plan will ensure future developments and allow the City to more readily when applying for grants.
Several Commissioners and citizens expressed their concerns that the senior building should go where the Old Health Department Building was located.
The Park & Rec Board reviewed 3 proposals to complete the work and suggested the bid go to Causseaux, Hewett & Walpole (CHW).
Moved to accept the Park and Recreation Advisory Board’s recommendation and accept CHW’s proposal for $17,250.

G. PUBLIC HEARING
1. SECOND HEARING
A. CPA 12-2 Little Orange Creek Large Scale Comp. Plan Amendment- Adoption Hearing
City Planner Dawson- This is an application to change the land use designation on approximately 122.38 acres from Agriculture and Residential Low Density to Conservation Future Land Use. Parcel # 19315-006-000, 19622-002-000, and 19320-010-009-013. This is the 2nd reading and adoption hearing for CPA 12-2. The Commission approved this item on first reading at the transmittal hearing on February 21, 2012. The item was then transmitted to various other review agencies for comment. If the Commission approve this item on second reading it will be sent to those review agencies and become official 31 days after it’s received by the State Land Planning Agency.

2. FIRST HEARING
A. A 12-1 Hale & Associates Annexation
City Planner Dawson- Staff has received a request for voluntary annexation from the owner of parcel # 19274-000-000. The Commission adopted the Urban Service Report for this property on March 6, 2012. The County has reviewed the Urban Service Report and has no objection to this annexation.
City Attorney Harris read the Ordinance by title only.
Moved to adopt the Ordinance for annexation A 12-1 on first reading and direct staff to schedule the item for second reading.

Park & Rec Director Wynkoop- The board proposed, edited and reviewed the rules and voted 5-0 in favor of recommending the Commission approve these rules.

C. Municipal Service Benefit Unit (MSBU) for Solid Waste
City Manager Vause- On July 6, 2010 the City of Hawthorne, Florida adopted Ordinance 2010-11 consenting to the inclusion of the City of Hawthorne in the Municipal Service Benefit Unit (MSBU) for provision of solid waste management services, as stated in Alachua County Resolution No. 06-142 adopted on December 12, 2006. The consent within Ordinance 2010-11 was a term for 3 years and is set to expire.

Moved to approve the ordinance renewing consent for the City to be included in the non-ad valorem assessment for a MSBU, created by Alachua County, Florida, for provision of solid waste management costs.

I. CITIZEN COMMENTS
Ms. Janice Stallings publically thanked Ms. Laura Basford for doing a ballet recital and donating the money raised to Little Orange Creek Nature Park.
J. REPORTS/ANNOUNCEMENTS/INFORMATION
1. City Manager Vause gave an update on the Audit, City Finances, FDOT, CPR Class, Alachua County Economic Development, LOCNP, Public Works, Fire House Roof, Maxwell House, Pump Replacements, Park & Rec, Lindsey Phillips Park and ACSO.
2. City Attorney Harris- The referendum back in 1996 was passed but expired 10 years later.
3. City Commission
Commissioner Roberts- Traveled down South to tour several Senior Centers. Maxwell House is down and she is very proud of the direction the City is headed.
Commissioner Carlton- Large dead tree on City Property where the Maxwell House was located and it needs to come down.
Commissioner Randall- Glad to see Ms. Carlton back. Did Ms. Delaney get the letter to HUD? Mayor Surrency- No, it is still in process.
Vice Mayor Howard- None
Mayor Surrency- Thank you to the City Commission for their support of him serving as the Mayor of Hawthorne for the past year.
