2.  AED Class
City Manager Vause- Staff recommends all employees and commissioners have training on the AED machine.  Ms. Tozzo is volunteering her time as a certified CPR instructor to provide the 8 hour CPR/AED/1st Aid training course for staff.  The training is being donated at no charge, the instructional manikins and AED trainer will be at no charge.

Moved to instruct staff to set the time and place of training for Commissioners and Staff.  And to purchase necessary training books and certification cards.  Donation to Windsor Fire Department $100 if requested by staff.

3.  New Street Light
City Manager Vause- Lighting is needed along the street in front of City Hall on SE 67th Street near the parking area.  The street light can be mounted on the pole on the south side of SE 67th providing additional lighting.  A contract with FPL would be at no initial cost to the City.  An additional monthly expense would occur as per our street light agreement with FPL.

Moved to direct and authorize the City Manager to contract with FPL for additional street light.

4. SHIP Assignments
City Attorney Harris- When the City was participating in the SHIP program, the SHIP mortgages were executed in favor of the city.  Now that the City is no longer participating in the SHIP program, the mortgages need to be assigned to Alachua County.
Moved to authorize the Mayor to execute the assignments.

5.  Little Orange Creek Nature Park Forest Management Contract
Park & Rec. Director Wynkoop- In pursuance of the management plan of the Little Orange Creek Nature Park, Putnam Land Conservancy has selected a forester to begin timber harvesting on the north side of the park, the sites will then be used for restoration.  The revenue from the harvesting shall be deposited into the city’s Little Orange Creek Nature Park account, with a portion reserved for restoration and the remaining expected to be used towards the required master site plan for the park.
Discussion by Staff, PLC Staff & City Commissioners.
Moved to adopt the Resolution with the appropriate changes agreed upon by City Staff & PLC Staff.

6. Park & Recreation Update
Park & Rec. Director Wynkoop- Staff would like to update the commission on proceedings with the park & recreation departments:  Little Orange Creek Nature Park, Lindsey Phillips Park & Hawthorne Athletic Park.

7.  Extension for Villages of Hawthorne PUD
City Manager Vause- Staff recommends the Commission approve the Resolution granting a one year extension for the Villages of Hawthorne Planned Unit Development.  On May 17, 2011 the City Commission approved the Villages of Hawthorne PUD. Section 4.17.6.3 of the City’s Land Development Regulations requires that a Final Development Plan for the PUD be submitted to the City within one year unless the City Commission grants an extension.  The applicant is requesting an additional 12 months in which to submit their Final Development Plan.

G.  PUBIC HEARING
1.  SECOND READING- None

H.  DISCUSSION
1.  Nomination of Cemetery Association Committee
City Manager Vause- Have one volunteer Mr. Jeffries.  Please submit your names as soon as possible.  Their first meeting is in June where they would elect new officers.

2. City Manager Evaluation
City Attorney Harris- City Manger contract says you will conduct an evaluation in April.  We can do the evaluation at the 2nd meeting this month.
The City Commission agreed to use the ICMA Evaluation and discuss the evaluations at the April 17 meeting.

3.  Joint Meeting (May 15, 2012 @ 6:30PM)
City Manager Vause reminded the City Commission of the upcoming Joint Meeting with Alachua County and asked the City Commission to bring back agenda items for that meeting at the April 17 City Commission Meeting.

I.  CITIZEN COMMENTS
Ms. Janice Brown- Thanks for the cleanup volunteers.
Ms. Beatrice Sheppard- Thank you to all the volunteers that helped during the cleanup.
Ms. Jennifer Tozzo- Thanks to the City Manager for helping her & she is the best City Manager she has worked with.

J.  REPORTS
City Manager Vause gave updates on the Great American Cleanup, Arts Festival, Joint Meeting, Alachua County Economic Development, Little Orange Creek Nature Park, Public Works, Pumps, and Lift Stations.

City Attorney Harris- passed out ICMA City Manager Evaluations sheets for the City Commission to look over and fill out.

Commissioner Roberts- Seniors had a successful benefit luncheon and they raised over $1K.  Thank you to staff for the updates.

Commissioner Carlton- None

Commissioner Randall- Thank you to staff for updates and please add the City Attorney Birthday on the Birthday form.

Vice Mayor Howard- Senior trip is May 3 to Lake Walberg.

Commissioner Surrency- Project makeover had a great turn out.  Alachua County League of Cities at Micanopy.  He is now the President of the Alachua County League of Cities so the City of Hawthorne will be well represented.
