- Proclamation- Great American Clean Up
City Manager Vause- Great American Clean Up is scheduled for March 31, 2012. She thought the Proclamation would be back for the City Commission to read but she never received it.
Ms. J. Tozzo- Her dog Zoey passed her training so she can now volunteer at Hospice or the Hospitals. Zoey received a perfect 10 on her test.
Ms. Janice Brown- Wants to wish Commissioner Carlton a happy 85th Birthday.

City Manager Vause- The City has several lift stations that need replacing. We currently have no spare pumps which can create the possibility of potential problems. She is asking the City Commission to authorize the Mayor and City Manager to execute loan documents to increase the Line of Credit at M&S Bank to $150K and to secure $55K of that line of credit for pump repairs/replacements.

City Manager Vause- in 2009 Mr. John Milanik, Medical Examiner with Hawthorne Fire Department donated his bonus to the City of Hawthorne for the City to purchase an AED device. She has presented 3 bids and is asking the City Commission to authorize the Mayor & City Manager to purchase the AED Device.

City Manager Vause- The Cemetery Association was formed in 1965 by Ordinance #174. There are several positions on the Association that needs to be filled. Staff is recommending the City Commission appoint vacancies or disband the association and allow the City take over the operations of the Cemetery.

The City Commission agreed to find and appoint volunteers to operate the City of Hawthorne Cemetery.
- Finalize Pavement Management Program
City Manager Vause- Alachua County Public Works is proposing a 1 cent sales tax increase for a county wide Pavement Management Program. City Staff has provided a list and prioritize the streets within the city limits that the program would benefit from. (See attachment)

- FDOT Transportation Enhancement Project Briefing
City Planner Dawson- Staff has developed a proposed project to submit for inclusion on the project list. The project would develop enhanced Bicycle/Pedestrian facilities from the existing trailhead for the Gainesville Hawthorne Trail through downtown Hawthorne. Staff is asking for permission to prepare and submit the application for the Gainesville-Hawthorne Rail-Trail to SR 20 Bicycle/Pedestrian Enhancement Project.
Moved to direct staff to proceed with preparing and submitting the application for the proposed project and to return with the completed application at the next Commission meeting.

City Planner Dawson- This is an application to change the future land use from Alachua County Rural/Agriculture to Commercial Future Land Use. Staff recommends approval of the Comprehensive Plan Amendment CPA 12-1 on second reading.
City Planner presented the 2002 file for the City Commission to review.
City Attorney Harris read the Ordinance by title only.

- LDR 12-1 Higginbotham-Landmarc Rezoning
City Planner Dawson- The is an application to change the zoning from Alachua County Agriculture (A) to Commercial Industrial and Warehousing (CIW). The properties were annexed into the City in 2006 but no land use amendment for the properties were ever processed and city zoning district was assigned.

- CPA 12-2 Little Orange Creek Large Scale Comprehensive Plan Amendment-Transmittal Hearing
City Planner Dawson-This application is only for the portion of land within the City limits of Hawthorne which is 122.38 acres. The change is from Agriculture and Residential Low Density to Conservation Future Land Use. The P&Z Board recommended by a unanimous vote for approval.

- A 12-1 Hale & Associates Annexation-Urban Services Report
City Planner Dawson- Staff received a request for voluntary annexation from the owner of Alachua County Tax Parcel 19274-000-000. The process involves adoption by ordinance of an Urban Services Report that details how services will be provided to the property. This will not come back to the City Commission until the May 2012 meeting because it generally takes 60 days which is required by the Boundary Adjustment Act.

- Financial Review Workshop
City Manager Vause-You have before you tonight a copy of City’s Financial Report. We need to schedule a financial review for the 1st 4 months.
City Commission agreed to hold the workshop on March 6, 2012 from 4-6PM on the Financial Review only.
- Personnel Policy Workshop
City Manager Vause- We need to schedule a workshop to review the City Personnel Policy.
City Commission agreed to hold the workshop on April 3, 2012 from 5-6PM on the Personnel Policy only.
Ms. Janice Brown- March 10, 2012 Come see the new Nature Park from 2-5PM.
Ms. J. Tozzo- City Hall parking lot is very dark; we need a lift out there.
City Manager Vause- Gave an update on City Finances, and different projects going on through the City. She also gave an update on the Public Works, Fire Training, Water Leaks, Sewer Lines, Pump replacements, & Park and Recreation Department.

Commissioner Roberts- Senior benefit luncheon March 10, 2012 from 11-2PM at Chester Shell Elementary. Thanks to the City Manager for the News Letters that goes out. Would like to see the Zumba classes added to it.
Commissioner Randall- Volunteers needed for Shell Elementary. February 28, 2012 the Hawthorne Library is giving out information on different scholarships available.
Vice Mayor Howard- None
Mayor Surrency- Hope for Hawthorne is planning a Community Easter Egg Hunt. Project Makeover at Shell Elementary this Friday, Saturday & Sunday. Ask staff to come up with numbers to see how many acres we can annex to reduce people taxes.
