  • NOMADS- Mr. Gosnell, NOMADS Coordinator, the NOMADS thanked the City of Hawthorne for the savage materials donated to the NOMADS.  The NOMADS have been volunteering in the City of Hawthorne for 10 years.

  • New Water Tank Contract- Utility Service Company- Tim Daniel
Mr. Daniel presented a new maintenance contract that Utility Service is seeking to enter with the City of Hawthorne.

  • Monthly Meeting Schedule
City Manager Vause- Staff is recommending to have the regular meetings on the third Tuesday of each month and have the first Tuesday of the month as an optional regular meeting if necessary.

Moved to amend the previous motion made on 1/17/12 and change the City Commission meetings to the first Tuesday and alternate meeting to the third Tuesday if needed.

  • ACFR Fire Training on City Buildings
City Manager Vause- ACFR staff has visited the Maxwell House and the Old Health Department Building and determined both buildings may be used as training sites for ACFR.  After training City Staff will most likely have to hire an outside contractor to help with the clean up process.  If needed staff will prepare and bring back the cost of the clean up to the City Commission.
Moved to accept staff’s recommendation to use both buildings as training for ACFR.

City Manager Vause read the Resolution by title only.

  • Surplus Police Car (offer to sale)
City Manager Vause- Staff has negotiated a consignment sale to place the police car at Affordable Car Sales here in Hawthorne with $2200 as the base price and anything over that amount will be split 30% to the City & 70% to Affordable Portables.

  • Payment to Fire Truck mechanic- Jeff Miller
City Manager Vause- While there was no written contract with Mr. Miller to compensate him for his work on the fire truck, Mr. Miller did make the fire truck marketable and the City was able to sale the fire truck for $24,900.  Under the law, even without a written contract a party may still be legally entitled to receive the reasonable value for his services in order to prevent another party from being unjustly enriched.
Moved to direct staff to pay Mr. Miller for service rendered of $1,875 after the sale of the Police Vehicle.

  • A 12-1 Hale & Associates Annexation- Initial Briefing
City Planner Dawson- Staff received a request for voluntary annexation from the owner of Alachua County Tax Parcel #19274-000-000.  The applicant has asked for a reduced fee for the process.  The applicant has already paid the $300 application fee for the preparation of the Urban Services Report.
Moved to reduce the fee to $1550 minus the $300 the applicant has already paid.

  • Ordinance to require City Manager to furnish a Fidelity Bond
City Attorney Harris- the City Charter mandates that the City Commission provide by Ordinance for the City Manager to furnish a fidelity bond.  The actual fidelity bond will be approved at a later date.
Moved to adopt Ordinance on 2nd reading to require the City Manager to produce a fidelity bond.

  • CPA 12-1 Higginbotham-Landmarc Small Scale Comprehensive Plan Amendment
City Planner Dawson- The requested change is from Alachua County Rural/Agriculture to Commercial Future Land Use.  The property is located along the west side of US HWY 301 with parcel #’s 19263-000-000 and 19263-001-000.  Staff recommends approval.

  • Joint Meeting
City Manager Vause- The Joint Meeting with Alachua County Commissioner will be May 15, 2012 @ 6:30PM here at City Hall.

  • Financial Discussion
Commissioner Carlton- Would like the City Commission to discuss & review the city’s financial situation every quarter.

  • Personnel Policy
City Manager Vause- City Commission had recently asked staff to look into the personnel policy & bring changes back to the City Commission and that should be completed by the March meeting.

  • CITIZEN COMMENTS- None
  • REPORTS
City Manager Vause- gave updates on General Business, New Water & Sewer Rates, Alachua County Economic Development Coordinator, Alachua County Public Works, Red & White Valentines Ball, Water Leaks, Sewer Line Stoppage, Lift Stations, Parks & Recreation Department, HYS and Lindsey Phillips Park.

City Attorney Harris- The tax issues with LOCCHEC Property has been resolved and the tax bill has been corrected and the City of Hawthorne does not owe money.

Commissioner Roberts- Attended the concurrency meeting and has one more meeting and will give her report after that meeting.

Commissioner Carlton- How much does the City of Hawthorne pay Alachua County for Mr. Dawson’s service?
City Manager Vause- We have an interlocal agreement with Alachua County for $30K for Planning Services.

Commissioner Randall- Hawthorne Library hosting meeting on 2/28/12 on how to scholarship money.  Book reading in February for Black History Month.  Heritage Day was great and well attended.  Alachua County seeking mentors for students at the Hawthorne Schools.

Vice Mayor Howard- March 10, 2012 from 11AM-2PM the Life Enrichment Senior Luncheon.  Tickets are $10.

Mayor Surrency- February 24-26, 2012 project makeover at Shell Elementary.  He along with the City Manager attended the League of Cities Legislative Session in Tallahassee.
