  • Resolution- Lindsey Phillips Park
City Manager Vause- Staff has had conversation with FDOT staff wherein it was relayed that should the City pursue these costs, FDOT would refuse to transfer the property to the City and instead sell the property.  FDOT did make the mistake in transferring ownership and FDOT is under no legal duty to reimburse the City for maintenance costs.

Moved to accept the Resolution for ownership of the Lindsey Phillips Park from FDOT to the City of Hawthorne.

City Manager Vause- Staff recognizes that adjustments for extraordinary circumstances must be made from time to time.  In order to have uniform decisions on the adjustments allowed a policy and procedure guideline should be adopted.

  • LDR 11-4 Text Amendment to LDR’s to Establish Regulations for Outdoor Storage in a Certain Zoning District.
City Planner Dawson- The subject of this application is a request to amend the text of the LDR to establish regulations for outdoor storage in the commercial and industrial zoning district.  Staff recommends approval.

Ms. Belinda Lubbin- June 11 acquired to the City about Mobile Mini who is regulated by OSHA.  There units are stacked 3 high (24 feet high).  The units are there for sale and not storage.

The City Commission and Staff continued to discuss this issue.  The City Commission suggested changes in the Ordinance.  Staff will bring the Ordinance back before the City Commission with the necessary changes.

  • SECOND READING
  • Amending the City’s Code of Ordinance regarding Water & Sewer Regulations
City Manager Vause- The City Commission has found that its regulations regarding water & sewer service are outdated and, further, have been advised that the current rates and charges for water and sewer service are insufficient to cover the operating and capital cost of the existing water and sewer systems.  Florida Rural and Water recommended adjustments to the water and sewer to provide the revenue needed to fund the Enterprise Funds.

City Manager Vause gave a brief presentation and the City Commission and Staff had a brief discussion on this topic.

Ms. Vivian Wagner, Mr. Ray Daniels, Ms. Tozzo, Mr. Leroy Williams spoke on this issue.

Moved to adopt the Ordinance on 1st reading with recommended changes.

City Manager Vause- Passed out October 2011 Monthly Budget Report and gave an update on City Business.

City Attorney Harris- No Report

Commissioner Roberts- Very impressed with City Manager Vause report.  Went to Gainesville to visit their Senior Center and it’s beautiful.  Would like the City Commission to visit and tour their building.

Commissioner Carlton- No Report

Commissioner Randall- December 11, 2011 Hawthorn Arts Program with Lenton & Marie Herring at Chester Shell Elementary.  The cost is $25 from 6-10PM.  P&Z is looking for volunteers.

Vice Mayor Howard- February 4, 2012 Senior Citizen Valentines Ball.

Mayor Surrency- Would like to go paperless and have each Commissioner purchase a media device.  Other Cities are doing this.  This is just a suggestion.  The coat drive is up and running at City Hall so if you know anyone in need of a coat please tell them to come by.
