  • Proposed Railroad Crossing at 222 Street
City Attorney Harris- At the 8/16/11 Commission Meeting, the Commission directed me to notify FDOT that the City wished to pursue an administrative hearing contesting the proposed closure.  Upon notifying FDOT, their counsel asked me whether the City was interested in presenting an incentive proposal as an alternative to contesting the closure.  An incentive proposal would be a monetary demand and/or request for certain FDOT services related to other crossings.
        Discussion continued.
        City Commission instructed City Attorney Harris to do further research and gather
        more information concerning the closing of another RR crossing several years ago and
        bring it back before the City Commission.

  • Required appraisals on City Property
City Manager Vause- The FLC requires property appraisals every 5 years.  2011-2012 will be the next cycle of appraisals due.  The FLC works with the American Appraisal Company to do these appraisals.  The FLC has grant funds available to offset some of the cost.  The estimate for the appraisal is $3,600.

  • Fire Safety Inspection Report
City Manager Vause- On July 13, 2010 the Hawthorne City Hall was inspected by the Fire Marshall.  This inspection noted 25 violations.  She received a quote from Miller Electric to do the repairs.

City Commission directed the City Manager to get 2 other bids and bring them back before the City Commission.

  • Tree Damage (SE 213th Terrace)
City Manager Vause- On August 31, 2011 a large oak tree on the City right of way, fell across SE 213th Terrace and SE 66th Avenue causing damage to Ms. Diane Davis car.  Received 3 quotes for repairs.  The lesser of the 3 estimates is for the amount of $1560.31.
Discussion continued.
Moved to pay the $1560.31 claim for repairs to Ms. Davis car.

  • Dangerous Tree (SE 71st Avenue)
City Manager Vause- A large oak tree is dead on the south side of SE 71st Avenue.  1 block west of SE 221st Street.  The price quoted to remove this tree is $1K from Mickey McCord.
Moved to allow Mickey McCord to take down the tree and have city staff remove it.

  • Adoption of Final Millage Rate
City Manager Vause- On September 8, 2011 the City of Hawthorne adopted the preliminary millage rate of 5.3194 mills for 2012.  The adoption of 5.3194 mills per $1K of assess value will generate ad valorem tax revenue of $244,386.00.
Moved to adopt the roll back rate of 5.3194 for 2012.

  • Ordinance Adopting the Final Budget for FY 2011-2012
City Manager Vause- Staff recommends adopting the final FY 2011-2012 Budget Ordinance on one reading in accordance with FS 200.065.  The final budget presented for adoption is as follows: General Fund $767,281; Water Fund $220,800; Wastewater Fund $1,217,335; and Sanitation Fund $220,000 for a total of $2,425,416 for all funds.
City Manager Vause read the Ordinance by title only.

City Attorney Harris gave an analysis on the Nuisance Abatement Code.

  • Parks & Recreation Department
Commissioner Carlton- City Commission voted to turn the activities over to HYS.  Don’t understand what Mr. Wynkoop is doing.
City Manager Vause- Mr. Wynkoop is Park & Recreation Director over all the City parks.  Even though his title is Park & Recreation Director he does other duties for the City.
City Manager Vause showed a list of the different duties all city employees do.

Ms. Janice Brown- We should drop the LOCCHEC and begin to call the park the Little Orange Creek Nature Park.

  • REPORTS/ANNOUNCEMENT/INFORMATION
City Manager Vause- Gave an update on staff, finances, public works department, lift stations, and the park & recreation department.

City Attorney Harris- Her and Mr. Wynkoop are still in the process of gathering the maintenance cost for the Lindsey Phillips park to see what the City has expended.

Mayor Surrency- Living Healthy Program October 5 & 12 and November 2 & 9 at the Hawthorne Library.  Georgia Pacific is set to close doors on November 7, 2011 and he will be attending a meeting to represent the City of Hawthorne to help GP employees get job placement.
