C. AGENDA ITEMS
1. Budget
ICM Vause- Will explain the changes made on the budget figures. The figures in red are the new figures that were added to the budget. The new total for the General Fund Revenue is $824,282. The new total for the Water Fund Revenue is $185,309. Staff layoffs will take place in the Water and Wastewater Departments and the customer service department hours were reduced. The City has not received a lot of revenue in the last 3 years from tax money, therefore, with the suggested amendments to the budget including the $15 surcharge per customer, will bring our total revenue to $1,643,726 and with layoffs and other suggested expense cuts will bring the total expense to $1,628,015 to give us a balance budget for 2010-2011 FY.
The City Commission, City Staff and Citizens discussed the suggested reductions and adjustments to the proposed budget.
Moved to adopt the budget with the amendments made to the current budget we’ve already approved.

D. DISCUSSION
1. Qualifying Fee
Vice Mayor Surrency- would like clarification of the qualifying fee for the annual election.
City Clerk McGruder- The cost is $58 for qualifying. $48 is 1% of the annual fee for the office you are seeking and $10 is an administrative fee.
E. CITIZEN COMMENTS
Mr. Jackie Hutchinson- What is the Commission plans for the City of Hawthorne?
Mayor Randall- Her plan is to implement and put in place a proper check and balance system to alleviate improper spending.
Commissioner Roberts- concur with Mayor Randall but she would also like to see more growth in our City.
Vice Mayor Surrency- concur with the Mayor and Commissioner Roberts. We all have different plans for the City of Hawthorne but I think we all share the same concerns that we want what’s best for the City and the citizens of this City.
