A.  CALL TO ORDER
        1.  Invocation- Commissioner Roberts
        2.  Pledge of Allegiance- Commissioner Carlton

City Commission present:  Mayor Randall, Vice Mayor Surrency and Commissioners Roberts, Carlton and Carter.
Staff Present:  City Manager Smyth, City Attorney Harris and Parks & Recreation Manager Wynkoop.

B.  APPROVAL OF AGENDA
Vice Mayor Surrency- Want to add the Railroad Crossing topic as item 5 on the agenda.

Mayor Randall- There is no public hearing.  The agenda has this item as an Ordinance and it should be a Resolution, therefore that will be item 4 on the agenda.

Commissioner Roberts- would like to see the time of the meetings on the agenda and the marquee out front.

Moved to approve the agenda with amendments.

1.  Mr. Ray Daniel- Discussed and passed out a list of recommended budget changes.
2.  Ms. Vivian Wagner- Need to cross train employees.  We have more employees now and it seems like less work is getting done in the City.

Commissioner Carter- November 8, 2010 minutes item B should say 1142 acres.

2.  A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF HAWTHORNE, FLORIDA AUTHORIZING THE VICE MAYOR TO EXECUTE AN ADDENDUM TO THE FLORIDA COMMUNITIES TRUST GRANT AGREEMENT FOR AN EXTENSION TO THE EXPIRATION DATE AT THE DEPARTMENT’S DISCRETION.

City Manager Smyth read the Resolution by title only.

Moved to approve the Resolution to execute an addendum to Florida to Florida Communities Trust Grant for an extension to the expiration date.

Discussion:  
Mr. Mike Stallings- LOCCHEC Project will not cost the City of Hawthorne much money.  If the City Commission continues to push the project back it will rot and die.

3.  PUTNAM LAND CONSERVANCY – LOCCHEC MANAGEMENT PLAN

Ms. Heather Surrency- LOCCHEC Project is worthwhile and asks the City Commission to approve it please.

Mr. Robert Blunt- Refuse City Manager claims about the LOCCHEC Management Plan.  The City is not at risk.

City Commission and Staff continued this discussion.

Moved to approve the LOCCHEC Management Plan and schedule a Special Meeting to discuss changes and amendments in the plan on November 22, 2010.  The workshop at 4:30PM and the Special Meeting at 6:30PM.

4.  A RESOLUTION OF THE CITY OF HAWTHORNE, RELATING TO THE REZONING OF TEN OR MORE CONTIGUOUS ACRES OF LAND; AMENDING THE OFFFICIAL ZONING ATLAS OF THE CITY OF HAWTHORNE LAND DEVELOPMENT REGULATIONS, PURSUANT TO AN APPLICATION BY THE PROPERTY OWNER OF SAID ACREAGE; PROVIDING FOR REZONING FROM RESIDENTIAL SINGLE FAMILY/MOBILE HOME-2 (RSF/MH-2) TO PLANNED UNIT DEVELOPMENT (PUD) OF CERTAIN LANDS WITHIN THE CORPORATE LIMITS OF THE CITY OF HAWTHORNE, FLORIDA; PROVIDING SEVERABILTIY; REPEALING ALL ORDINANCES IN CONFLICT.

Mr. Chris Dawson, City Planner- explained the Resolution and the impact it will have on the City.

Mr. Ed Higginbotham of Hawthorne & Mr. Allen Goldberg partner of Villages Hawthorne asked the City Commission to speed process along successfully.

5.  CLOSING OF THE RAILROAD

City Attorney- CSX said the railroad was redundant and that’s why they have decided to close it.

The Staff & City Commission discussed this topic.

Moved to authorize the Mayor & Vice Mayor submit letter to refuse waiver.

H.  DISCUSSION
1.  Recreation- Vice Mayor Surrency
Vice Mayor Surrency- Would like to recognize Hawthorne Youth Sports (HYS) as the City of Hawthorne official youth sports of the community.  Did not have access to the lights at the ball field and someone cut the city lock for the children to have lights.

Moved to not bill the person responsible for cutting the lock of the lights

Vice Mayor Surrency- Asked the City Manager to contact the Recreation Advisory Board to see who will be serving.

Cheryl Elmore, Heather Surrency, Sharon Surrency, Amy Worley, Hal Brady, Christen Surely, Linda Rhye, Ron Surrency, Lisa Upshaw, Michael Rutledge and Wayne Thomas all spoke on recreation issues with the City of Hawthorne.

Mayor Randall- Thanks to everyone that attended tonight and suggest everyone involved try and come up with solutions to the fix the problems.

Moved to authorize HYS to run the programs for the City of Hawthorne which include; Baseball, Softball, Football, Cheerleading, Soccer, Flag Football and Basketball and future possibilities as well.

Discussion:

Commissioner Carlton- We hired a Recreation Director and he should be directly involved and we should listen at his recommendations he bring back to the City Commission.

Mr. Sam Wynkoop- Lack of communication originally the City of Hawthorne was going to run the basketball program because HYS wasn’t sure if, they were not going to do it.

Discussion Continued

Commissioner Carter- asked Vice Mayor Surrency to amend his motion to just include the Basketball program right now since we are in Basketball season and then look into having a workshop with Hawthorne Youth Sports (HYS) to work out the agreements and misunderstandings, etc and get the Advisory Committee working so we can get things going.

Moved to amend the previous motion to just include allowing HYS to run the Basketball program right now since we are in the Basketball season.

I. CITIZEN COMMENTS - NONE

J.  REPORTS/ANNOUNCEMENTS/INFORMATION

City Manager- Going out of town to spend Thanksgiving with the family and the City Clerk will be in charge.
City Attorney- None
Vice Mayor Surrency- Varsity football play in Jefferson County this Friday- Youth Council doing a food drive.  Thank to Hal Brady for attending.
Commissioner Carter- Thank you to the volunteers for the time put in.  Still working on bringing the fire department back in the City.
Commissioner Carlton- None
Commissioner Roberts- Hawthorne Life Enrichment center moving along well.  Scheduled a field trip December 1 at 9:00am leaving from the American Legion and traveling to the Alachua Senior Center.
Mayor Randall- Appreciate everyone coming out tonight and please continue to come to the meetings not only when there is an issue that concerns you but you are welcome to come anytime.
