2. To consider the advisability of adopting Proposed Local Law No. 5 of 2011 amending Chapter 101, Building Construction, of the Code of the Village of Hastings-on-Hudson regarding the Building Board as follows:
Section 1: Section 101-4, Duties of the Building Board, of the Village Code is hereby amended to read as follows (new language in italics; deleted language stricken):
101-4. Duties of Building Board.
A. The Building Board shall hold meetings at least once a month and shall receive the report of the Building Inspector.
B. It shall be the duty of the Building Board to recommend the adoption or amendment of specific codes referring to all matters of building construction and equipment and the proper protection of the Village in matters of safety and sanitation in buildings.
C. It shall also be the duty of the Building Board to pass upon appeals from the rulings of the Building Inspector.
A. The Building Board shall be responsible for enforcing Chapter 106, Unsafe Buildings, of the Village Code, including docketing unsafe buildings.
B. The Building Board shall have the authority to revoke building permits as provided in 295-101 of the Village Code.
Section 2: Section 101-5, Duties of the Building Inspector, is hereby amended by deleting the penultimate sentence, He shall render a complete monthly report to the Building Board.
Section 3: Section 101-7, Appeals, is hereby deleted.
Section 4: Section 101-8, Conflict of interest, is hereby amended to read as follows (new language in italics; deleted language stricken):
101-8. Conflict of interest.
A. In all cases where the Building Inspector is financially interested in a building being constructed or reconstructed, he shall not inspect officially or issue permits or certificates.
B. In any such case it shall be the duty of the Building Board to the Board of Trustees shall appoint a substitute to perform the normal function of the Building Inspector with relation to the particular building specified.
Section 5: All ordinances, local laws, and parts thereof inconsistent with this local law are hereby repealed.
Section 6: This local law shall take effect immediately upon filing in the office of the New York Secretary of State.

2. To consider the advisability of Proposed Local Law No. 6 of 2011 amending Chapter 209, Parks and Recreation, of the Code of the Village of Hastings-on-Hudson regarding membership of the Parks and Recreation Commission as follows:
Section 1: Section 209-12, paragraph A, Parks and Recreation Commission, of the Village Code is hereby amended to read as follows (deleted language stricken):
A. Appointment and organization. The Parks and Recreation Commission shall consist of seven members who shall be residents of the Village. Six of such members shall be appointed by the Village Manager with the advice and consent of the Mayor and Board of Trustees ; one of such six shall be appointed from the membership of the Conservation Commission, if and when such Conservation Commission is created, and until such time that place on the Parks and Recreation Commission shall be filled on an interim basis in the same manner as provided for other members . The seventh member shall be jointly designated by the Village Manager and by the Board of Education of Union Free School District No. 4.
Section 2: All ordinances, local laws, and parts thereof inconsistent with this local law are hereby repealed.
Section 3: This local law shall take effect immediately upon filing in the office of the New York Secretary of State.
