Meeting Minutes Tuesday April 7, 2009

Meeting called to order @ 9:00am at Town Meeting Room

 

Attendees: Leo Blair, Lucy Wallace, Ron Ricci, Peter Warren, Lorin Johnson, Jack Spero, Ira Grossman, Chris Ashley, Carrie Fraser, Wade Holtzman, Joe Sudol

 

Meeting Summary

Lorraine has committed to work on financial planning including SRF timeline. 

Map was approved.  Can still add Deck property if needed

At the town meeting, will need to speak the details about the reference to the map of the district, which is now shown as a blank.  We will need a stamped map with a large display and handouts for the meeting.

 

¨       Review of changes and comments on articles:

§  Section 10a: removed language regarding reconstruction – the key trigger should be change in square footage or number of bedrooms

§  Section 10b: failure state would require a connection within six months

§  Ira was concerned that the state of failure as determined by the Board of Health or the Mass DEP is not in the purview of the Board of Health. In talking this through the selectmen believe that oversight for failure status is in the purview of the BOH. If an owner appeals a mandate to connect due to failure they believe the BOH would get involved anyway.

¨       Feedback was given on principles

o    Instead of providing sewer unit formulas spell out the actual sewer units per building

o    Betterment charges will not be eligible for deferral except for in the Mass General Law standard case of financial hardship.

¨       Meet with Lorraine on financial model finalization: Chris and Carrie

¨       Large map display and match the article and map references for town meeting: Chris
