Discussions and Actions

 

l  Public Commentary:   Tim Clark would like a formal report on the financial aspects and summary of the research on ambulance  billing.  Mr. Clark also requested a history of the two  bank accounts which are under control of the Ambulance Department so the BOS can have a truer understanding of  annual ambulance operational costs. Tim Bragan and Lorraine Leonard will provide the information to the Board of Selectmen and the FinCom.

l  The minutes of the Fin Com meeting of July 9,2008  were approved as amended. Moved by

Marie Crowley Sobalvarro  and seconded by  Terry Mead.  Passed (4-0-0)

l  Committee Reports:

Steve Colwell reported that the School Committee  is studying the future use of the Primary School at Devens which is available under the contract to educate the Devens Elementary students.

Spec. Ed .Audit sub committee work will  begin this fall  with an initial feedback report  in December 2008 and a full report by the 2009 Town Meeting.

l  Tim Bragan gave us a update on  the DPW roof and its dismal failure this summer.  Repair cost up to date are $4000.00  At present, tarps are being used to weatherize the building. Tim Bragan will be meeting next week with Harvard Energy Advisory committee to get feedback  as to repairs to the DPW roof.

l  Lorraine Leonard presented  estimates of Local Receipts  for FY 09 and FY10 and  Actuals History back to FY01.  Licenses and permits  amounts appear to be dropping more quickly than other areas .  Penalties/Interest on Taxes is also expected to drop for FY10.

l  BOS would like our feedback on the Devens  Disposition Success Criteria.

Focusing on three scenarios  and/or  Focusing on Criteria format was discussed

Criteria items were reviewed,  Suggestions should be funneled through  George McKenna before Sunday, Sept. 7. 

l  The Fin Com would like the Capital Planning Committee to meet earlier with FY10 budget recommendations forwarded to the FinCom early for review.

l  Next Fin Com  meeting will be Tuesday, September 16th at the BOS meeting at 7:15 at Devens-33 Andrews Way.

l  Next Fin Com meeting will be Wednesday, September 17th  at the Town Hall

l  Public Forum at HES Cafe at 9:00 am on September 27th  on the Disposition and Success Criteria

l  Meeting was adjourned at 8:45 pm.  Moved by  Marie Crowley-Sobalvarro  and seconded by Terry Mead. Passed  (4-0-0)
