Finance Committee Minutes – 27 March 2007, Hildreth House
Meeting called to order at 7:35 p.m.
Members present: Colwell, Donovan, McKenna, Mead, Ricci, Russo, Sobalvarro
Administrators Present: Bragan, Leonard, and Dave Westerling (Moderator)
Town & General:
- George, Tim, and Randy to talk regarding the DPW truck and resolve any outstanding lease/purchase questions
- Still waiting confirmation of the Monty Tech assessment; the number shown in the Omnibus Budget could increase as much as $5k.
- Steve Colwell updated FC members on the MMA Meeting:
o The governor’s proposed meals tax could, theoretically, increase Harvard’s tax revenue by $72k, although oddly the Town appears to have 13 meals tax-generating entities
o The projected revenue for Harvard from the Telecom Legislation may result in an additional $49k tax revenue
o The Worcester County Pension system, with a 3.15% five-year annualized return, may be a candidate for PRIT.
o Additional information regarding the constraints associated with a municipality joining the GIC were detailed in a handout.
- Lorraine spoke with Jay Sullivan (DOE) regarding the extraordinary aid circuit breaker, and will be filing Harvard’s claim for ~$100k on Friday. We should know by the end of April whether we will be eligible to receive these monies.
Town Meeting Preparation:
Articles were assigned to individuals for presentation to Town Meeting, and to determine who would serve as a reference for any questions from the floor.
Article 18: Tim presented the Selectmen’s proposal for a study committee, and Dave Westerling presented his planned approach for moderating this component of Town Meeting.
