Water Commission Minutes 11-17-10
BOARD OF WATER COMMISSIONERS MEETING NOVEMBER 17, 2010

Members Present:   Mr. Bruce Young, Mrs. Mary Lou Sutter, Mr. Douglas Ficks, and Mr. Joseph Duffy.  Mrs. Phyllis Bickford absent with notice.

Also Present:  Mr. Neal Merritt, Water Supt.

Meeting opened at 5:05 P.M.

SUBJECT:  Superintendent’s Report-Reviewed King Street water main upgrade.  Completed installation of 8” ductile iron pipe.  
All hydrants were installed including two (2) additional requested hydrants.  Temporary pavement now in place over entire length.
Completed pressure tests and chlorination complete and negative coliform samples.
All service connections are in place up to 176 King Street.  Same tests complete on second half of contract (to Hanover town line) however; having issues with getting good coliform test results.  Next test scheduled for November 18, 2010.
Completion date of November 22, 2010 will probably not be met; however, fully expect completion to occur within five (5) business days of November 22, 2010.

NEW BUSINESS:  Mr. Dan Burdin and E.J. Prescott were in at 5:15 P.M. to discuss water meter options.  Reviewed history of E.J. Prescott Company and the Sensus Company and partnership between the two companies.

Also reviewed challenges of today’s utilities.  Reviewed various forms of meter reading including touch read, (we are 50% this system); and radio reads (we are 45% this system).
Discussed the benefits of radio reads-less time spent reading meters and allows for quarterly and monthly billings, reduced liability, improved customer service including trend detection i.e. consumption leaks.
Dan Burdin displayed and demonstrated sealed radio read units.  No interference in transmitter unit.  Our current radio units would work with a radio read; but not a fixed unit.
Our demonstration two years ago read 900 meters in 45 minutes.

Reviewed Sensus radio read M2 technology advantages.  You can expand this system to include leak monitoring in the water system; tie into home area networks; provides for Scada interfaces; and distribution automation.

Dan also explained the Flex Net System.  Units store 31 days worth of information and also explained the advantages of a Flex based system.  You know immediately if someone has tampered with a meter.

November 17, 2010 minutes continued.


Various reports that the system can generate were listed.

Customers have the ability to review their consumption online and review any changes such as water restrictions etc.

Dan displayed and gave detail on the new state of the art Iperl water meters.  He can supply us with eight meters to test and see how we like them.  Has capacity for 5000 data points  (49 days at 15 minute intervals, & 12 years at 24 hour intervals).  Has lowest flow rates in the industry right now.

Fiscal Year 2012 budget was reviewed and discussed.   Mr. Bruce Young questioned the 40% increase in the Town Hall Clerical costs.  Neal will ask Jeanne Sullivan to explain increase and provide details.

Reviewed meeting minutes for November 3, 2010.  Motion by Mr. Mike Duffy to accept the minutes of November 3, 2010 as typed.  Seconded by Mr. Douglas Ficks. 4-0 in favor.
