Selectmen’s Meeting ~
October 20, 2009
Present: ~Donald Howard, Stephen Amico and James Egan. Christopher Colclough and James Armstrong absent. ~Also present Interim Town Administrator Meredith Marini.
7:35 p.m.~~~~~~~Chairman Egan called the meeting to order, lead the Pledge Allegiance and read the announcements and upcoming meeting
Item I Town Administrator’s Report – Mrs. Marini indicated that the FY2008 Audit report is available for the Board’s review. The auditors expect to complete the FY2009 audit by the end of January. Hanson American Legion has requested permission from the Lottery to have Keno. If the Town opposes it, a hearing will have to be conducted. Mrs. Marini provided the Board with new Ethic Training materials. All municipal employees must complete the training by the end of December. Recreation has requested a new truck. Mrs. Marini indicated that she would speak with the Highway Surveyor. The next level of stimulus money is available for green communities. The Energy
Committee is looking for the Board’s support to that it can apply for the funds.
MOTION by Amico, second by Howard authorize the Energy Committee to apply for the stimulus funds. Voted 3 – 0
Mrs. Marini reported on the Legislative Breakfast she attended. The group discussed the new Ethic Reform and possible 9C cuts from the Governor. The group was warned that local aid will decrease from last year. Hanson’s local aid was decreased $227,000 from FY09.
Item II Liquor License Transfer – Tedeschi Food Shop 12 Monponsett Street
MOTION by Amico, second by Howard to open the hearing. Anne Cavanaugh of Rockland was present. She will be the manager of AMDC, Inc. d/b/ Tedeschi Food Shops. She indicated that Edward Mahoney is retiring and she would be taking over the business. Ms. Cavanaugh has been in the convenience store business for 17 years. She is TIPS certified.
MOTION by Amico, second by Howard to approve the liquor license transfer from Edward Mahoney to ADMC, Inc. Voted 3 – 0.
MOTION by Amico, second by Howard to close the hearing. Voted 3 – 0.
ITEM III Report from Search Committee – Vice Chairman John Norton presented a report to the Board regarding the Town Administrator. Mr. Norton reviewed the process. He indicated that the Committee received 47 applications. They narrowed the group down to 12 individuals which the committee interviewed. The committee was now presenting three names for the Board’s consideration, Paul Bouschell of Canton, Robert Canavazzi of Plymouth and Rene’ Read of Duxbury. Mr. Amico thanked the Search Committee for its work.
Chairman Egan recommended that the Board schedule interviews. By consensus the Board agreed to meet on November 3rd for the interviews only and make a decision on November 10th. The meeting will be posted at 6:30 p.m. to review interview questions and one half hour interviews will start at 7:00 p.m.
Item IV Assessor’s Appointment – Assessors Kathleen Marini and Daniel Ward were present for a joint meeting. Also in attendance was Assessor Cindy Long. Kathleen Keefe of 515 Indian Head Street applied for the vacancy created by Susan Thornton’s resignation. Ms. Keefe indicated that she has worked at the Whitman Assessor’s office for over three years and has completed two assessing courses. Ms. Keefe indicated that she is willing to run for the position in May 2010. Kathleen Marini informed the Board that she and Mr. Ward recommend Ms. Keefe’s appointment and nominate her for the position.
MOTION by Amico, second by Howard appoint Kathleen Keefe to the Board of Assessors. Voted 5 – 0 (Joint vote)

MOTION by Amico, second by Howard approve the one day liquor licenses as presented. Voted 3 – 0
Item VI Common Victualer’s License – Mr. Walter King of Elm Street, Halifax applied for a Common Victualler’s License for Cranberry Deli and Convenience located at 1375 Main Street. Mr. King indicated that he received Zoning Board site plan approval.
MOTION by Amico, second by Howard to grant a Common Victualar’s license to Walter King of Cranberry Deli and Convenience 1375 Main Street. Voted 3 – 0
Item V Committee Reports – Maquan School Building Committee – Mr. Amico indicated the committee would be meeting on November 4th. Area Selectmen – Next meeting is Thursday, November 5th at the Hanover Town Hall.
MOTION by Amico, second by Howard to adjourn. Voted 3 – 0
