Town Board Minutes 01/01/2010
ORGANIZATIONAL MEETING                                          JANUARY 1, 2010                       

The Organizational Meeting of the Town Board of the Town of Guilderland was held at the Town Hall, Route 20 McCormick’s Corners, Guilderland, N.Y. on the 1st day of January 2010 at 10:00 AM.  The meeting was opened with the Pledge of Allegiance to the flag.  Roll call by Rosemary Centi, Town Clerk, showed the following to be present:

Supervisor Runion wished everyone a Happy New Year and welcomed everyone to the morning’s meeting.  
The Guilderland Explorers presented the Flags of the Town and State.

Father James Belogi, Pastor of St. Madeleine Sophie Church gave the invocation.

Supervisor Runion stated that it was the first meeting of the year and that the Organizational Meeting was held in order to appoint officials for the 2010 Town year as well as to set forth the general guidelines for business to be conducted during the year.

He welcomed honored guests, Judge Anthony Cardona, Presiding Judge of the Third Department of the New York State Supreme Court’s Appellate Division who swore in the Elected officials, Albany County Executive, Michael Breslin, Senator Neil Breslin, Assemblyman John McEneny, and Albany County Conservative Chairman, Richard Stack.

Congressman Paul Tonko, D- Amsterdam, United States House of Representatives, spoke a few congratulatory words.

The first item on the agenda of the 2010 calendar year was Oaths of Office taken by the following elected officials by Judge Anthony Cardona:

MOTION #1  Councilman Pastore  moved to Re-Appoint Richard Sherwood             
Town Attorney (Term expires Dec. 31, 2011).  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

MOTION #2  Councilwoman Slavick  moved to Re-Appoint Stephen Feeney – Chairperson of the Planning Board. Councilman Pastore seconded the motion and it was carried by the following roll call vote:

Aye– “I had the privilege of serving with Mr. Feeney when I served as Counsel to the Planning Board.  He is professional and competent and I wholeheartedly endorse him.”

MOTION #3 Councilman Pastore moved to Re-Appoint Paul Caputo Planning Board Member (Term expires Dec. 31, 2016)

Aye– “I had the privilege of serving with as well when I served as Counsel to the Planning Board.  He has most competently and capably served the residents of this Town of quite some time and his insight into the Glassworks Village Project was particularly helpful to this Board.”

Aye- “I am in favour of the motion and I just want to echo the comments of Councilperson Pastore.  Paul Caputo also served this Town as a former Town Board member as well as a Planning Board member. MOTION #6  Councilwoman Slavick moved to  Designate First National Bank of Scotia, First Niagara Bank, Citizens Bank, J.P. MOTION #10.  Councilman Redlich moved to Set meeting dates for the Town Board, Planning Board, Zoning Board of Appeals, and Guilderland Conservation Advisory Council as per Schedule A.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

MOTION #11  Councilwoman Slavick moved to   Establish mileage rate to coincide with Federal IRS approved rate  per mile for reimbursement to Town employees when authorized to use their private vehicles on town business.  Councilman Redlich seconded the motion and it was carried by the following roll call vote:

MOTION #12  Councilman Redlich moved to Authorize the Highway Superintendent and the Superintendent of Water and Wastewater Management to spend up to $2000 per year for the purchase of tools without prior approval of the town board.  Councilman Pastore seconded the motion and it was carried by the following roll call vote:
