 REGULAR TOWN BOARD MEETING                                                                             APRIL 21, 2009

A regular Meeting of the Town Board of Guilderland was held at the Town Hall, Route 20 McCormick's Corners, Guilderland, NY, on the above date at 7:30 pm.  The meeting was opened with the Pledge of Allegiance to the flag.  Roll call by Rosemary Centi, Town Clerk, showed the following to be present:

Supervisor Runion welcomed everyone to the evening’s meeting and asked for a motion accepting the minutes of the April 7, 2009 Town Board meeting.


MOTION #77  Councilman Pastore moved to ACCEPT THE MINUTES OF THE APRIL 7, 2009 TOWN BOARD MEETING.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

PUBLIC COMMENT PERIOD- No public comment

AGENDA ITEMS:

Item #1 on the agenda concerned authorizing the Supervisor to sign modification of leases as required to replace existing antennas for the Westmere and Ft. Hunter water towers.

Supervisor Runion explained that the additional $475.00 generated by the changes would be monthly.

The money would go into the water district fund, which helps to offset water bills in those districts.

The proposed modifications of the leases would be required to go back to the Zoning Board of Appeals to modify their former approvals.

 
MOTION #78  Councilman Pastore moved to APPROVE THE MODIFICATION OF LEASES AS REQUIRED TO REPLACE THE EXISTING ANTENNAS FOR WESTMERE AND FT. HUNTER WATER TOWERS.  Councilman Redlich seconded the motion and it was carried by the following roll call vote:

MOTION #79  Councilman Redlich  moved to APPROVE AWARDING THE CHEMICAL BIDS FOR 2009-2010 BASED UPON THE LOWEST QUALIFIED BIDDERS AS PROVIDED BY THE WATER/WASTEWATER DEPARTMENT.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

MOTION #80  Councilman Redlich  moved to APPROVE AWARDING THE MAINTENANCE SERVICE AGREEMENT COVERING MECHANICAL EQUIPMENT/SYSTEMS LOCATED AT TOWN HALL TO TBS.  Councilman Pastore seconded the motion and it was carried by the following roll call vote:

Item #4 on the agenda concerned the permanent appointment of Linda Cure to the position of Public Relations Officer from the Albany County Civil Service list.

Discussion was held regarding salary of the position.

Councilman Grimm questioned the need for the full time position.

Supervisor Runion explained that it had been a provisional appointment.  Linda Cure took a civil service test in order to become permanently appointed, and passed the test.

Supervisor Runion further explained that this issue had been discussed during the budget process in November.

Councilman Grimm stated his concern that paramedic staffing had gone from three to two.

Supervisor Runion explained that this was not the case, and that there would be three people on each shift with one being rotated between shifts if there were coverage issues.

He also stated that the number of part time employees had been reduced, none of the full time.

Councilmen Grimm and Redlich questioned EMS staffing and the issue of public safety.

Supervisor Runion stated that the Town of Guilderland provides the best public safety in the County. 

Councilman Redlich stated that they had not been informed that the number of paramedics was reduced.

Supervisor Runion stated that there were no complaints from the paramedics.

Further discussion was held regarding the appointment.

 
MOTION #81  Supervisor Runion moved  to PERMANENTLY APPOINT LINDA CURE TO THE POSITION OF PUBLIC RELATIONS OFFICER FROM THE ALBANY COUNTY CIVIL SERVICE LIST.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

MOTION #82  Councilman Pastore moved to APPOINT KELLY GARDNER  (TERM TO EXPIRE SEPTEMBER, 2014) AND PETER SPARANO ( TERM TO EXPIRE SEPTEMBER, 2009) TO FILL THE VACANT POSITIONS ON THE TOWN OF GUILDERLAND ASSESSMENT REVIEW BOARD AND DEBRA MURPHY AND REGINA DUBOIS AS TEMPORARY/ALTERNATE MEMBERS OF THE BOARD OF ASSESSMENT AND REVIEW.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

A discussion was held regarding sales tax revenue for the first quarter of 2009.

Councilman Redlich asked for the amount of the April check and Supervisor Runion referred him to the Town Comptroller’s office.


MOTION #83  Councilman Redlich moved to ADJOURN THE APRIL 21, 2009 TOWN BOARD MEETING AT 8:03 PM.  Councilman Pastore seconded the motion and it was carried by the following roll call vote:
