Town Board Minutes 04.15.2008
                                                                                                                                                                                                                  A regular Meeting of the Town Board of Guilderland was held at the Town Hall, Route 20 McCormick's Corners, Guilderland, NY, on the above date at 7:30 pm.  The meeting was opened with the Pledge of Allegiance to the flag.  Roll call by Rosemary Centi, Town Clerk, showed the following to be present:




                                        Councilman Redlich
                                        Councilwoman Slavick
                                        Councilman Pastore
                                        Councilman Grimm - Absent  
                                        Supervisor Runion

ALSO PRESENT:                   Richard Sherwood, Town Attorney

Supervisor Runion welcomed everyone to the evening’s meeting and asked for a motion approving the minutes of the April 1, 2008 Town Board meeting.

MOTION #93  Councilwoman Slavick moved to APPROVE THE MINUTES OF THE APRIL 1, 2008 TOWN BOARD MEETING.  Councilman Pastore seconded the motion and it was carried by the following roll call vote:

                                        Councilwoman Slavick    Aye
                                        Councilman Pastore              Aye
                                        Supervisor Runion               Aye





PUBLIC COMMENT PERIOD:  No public comment

Agenda items:

Item #1 one the agenda concerned the Findings of Fact on the Final Generic Impact Statement of the Northeast Industrial Park (NEIP).

Councilman Pastore recused himself due to a conflict with his office and the applicant.

Mr. David Buicko, NEIP representative, stated that the revised Statement of Findings contained the added comments by the Chairman of the Planning Board that were requested to be added at the last Town Board meeting.

Supervisor Runion agreed that they had been included.

Councilwoman Slavick stated that she also agreed that all was reflected in the document.

MOTION #94  Councilwoman Slavick moved to APPROVE THE FINDINGS OF FACT ON THE FINAL GENERIC ENVIRONMENTAL IMPACT STATEMENT OF THE NORTHEAST INDUSTRIAL PARK.  Councilman Redlich seconded the motion and it was carried by the following roll call vote:

MOTION #95  Councilman Redlich moved to AUTHORIZE THE DEPARTMENT OF WATER AND WASTEWATER MANAGEMENT TO GO OUT TO BID FOR THE SALE OF SURPLUS EQUIPMENT.  Councilman Pastore seconded the motion and it was carried by the following roll call vote:

MOTION #96  Councilman Redlich  moved to APPROVE THE RELEASE OF ESCROW FOR THE TOWN DESIGNATED ENGINEER FEES FOR REVIEW OF A  PROJECT AT 1210 WESTERN AVENUE (PROJECT WITHDRAWN).  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

MOTION #97  Councilwoman Slavick moved to APPROVE ACCEPTING EASEMENTS FOR UTILITIES FROM THE OWNER OF THE CORNER OF ROUTE 155 AND ROUTE 20 (WALGREEN’S PROPERTY).  Councilman Pastore seconded the motion and it was carried by the following roll call vote:

MOTION #98  Councilwoman Slavick moved to AUTHORIZE THE SUPERVISOR TO SIGN A COLLECTOR’S WARRANT FOR THE GUILDERLAND WATER DISTRICT.  Councilman Redlich seconded the motion and it was carried by the following roll call vote:

MOTION #99  Councilman Pastore moved to ENTER INTO EXECUTIVE SESSION AT  7:43 P.M.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

MOTION #100  Councilwoman Slavick moved to AUTHORIZE THE FIRM OF GIRVIN AND FURLAZZO TO REPRESENT THE TOWN IN THE PENDING PERSONNEL MATTER IN THE POLICE DEPARTMENT.  Councilman Pastore seconded the motion and it was carried by the following roll call vote:

MOTION #101  Councilwoman Slavick moved to EXIT EXECUTIVE SESSION AT 8:25 PM.  Councilman Redlich seconded the motion and it was carried by the following roll call vote:
