Town Board Minutes 05.15.2007
                                                                                                                                                                                                                  A regular Meeting of the Town Board of Guilderland was held at the Town Hall, Route 20 McCormick's Corners, Guilderland, NY, on the above date at 7:30 pm.  The meeting was opened with the Pledge of Allegiance to the flag.  Roll call by Rosemary Centi, Town Clerk, showed the following to be present:

Supervisor Runion welcomed everyone to the evening's meeting and asked for a motion approving the minutes of the May 1, 2007 Town Board meeting.
MOTION #126  Councilman Bosworth moved to APPROVE THE MINUTES OF THE MAY 1, 2007 TOWN BOARD MEETING.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

Presentation of Storm Water Management Program Annual Report:
Nadine Medina, of Barton & Loguidice, presenting.
 
Supervisor Runion stated that the federal government has come up with new regulations and guidelines for communities to follow dealing with storm water management.
The Town has had to come up with a plan with an annual report needing to be filed with the Department of Environmental Conservation.
 
Ms. Medina read through a brief synopsis of the Plan and stated that the Town is doing a wonderful job meeting all of the requirements.
She further stated that the Town was heading into year five of the Plan with ten months left of the MS-4 program before the Town achieves full compliance. 
She highlighted what the Town has achieved so far and what is left to do.
 
All documents are available in the Town Clerk's office.
 
MOTION #127  Councilwoman Slavick moved to AUTHORIZE THE SUPERVISOR TO SIGN AND FILE THE STORM WATER ANNUAL REPORT.  Councilman Ricard seconded the motion and it was carried by the following roll call vote:

MOTION #128  Councilman Ricard moved to APPROVE THE APPOINTMENT OF JENNIFER CZERWONKA AS A FULL TIME PARAMEDIC FROM THE ALBANY COUNTY CIVIL SERVICE LIST, EFFECTIVE MAY 6TH, 2007.  Councilman Bosworth seconded the motion and it was carried by the following roll call vote:

MOTION #129  Councilman Ricard moved to APPROVE THE CHANGE IN STATUS OF CORY NICHOLS FROM ACTING PARAMEDIC SUPERVISOR TO PERMANENT PARAMEDIC SUPERVISOR.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

Item #4 on the agenda concerned authorizing the Supervisor to sign a contract with the Capital District Transportation Committee for a Linkage Study of the Railroad Avenue Corridor.
Supervisor Runion stated that this study was to be conducted in conjunction with Albany County and the Town of Colonie concerning the Railroad Avenue Corridor. 
CDTC will oversee the project and provide 75% of the total cost of the project, which is $25,000.  The financial contribution of the Town of Guilderland will be $1,250.00.
Colonie and Albany County will be spending $2,500.00 each.
MOTION #130  Councilman Bosworth moved to AUTHORIZE THE SUPERVISOR TO SIGN A CONTRACT WITH THE CAPITAL DISTRICT TRANSPORTATION COMMITTEE FOR A LINKAGE STUDY OF THE RAILROAD AVENUE CORRIDOR.  Councilman Ricard seconded the motion and it was carried by the following roll call vote:

Item # 5 on the agenda concerned establishing the workday for various town employees for purposes of properly reporting time to the NYS Retirement System.


MOTION #131  Councilman Bosworth moved to ADOPT THE FOLLOWING RESOLUTION APPROVING AND ESTABLISHING THE WORKDAY OF ELECTED AND APPOINTED TOWN OFFICIALS.  
 
 
 
 


 
BE IT RESOLVED, that the Town Board be and hereby establishes the following as a standard work day for elected and appointed officials for the purpose of determining days worked reportable to the New York State and Local Employees' Retirement System:

Item #6 on the agenda concerned consider extending the Medicare reimbursement, which is paid to employees who retire prior to August 1, 2007.
Supervisor Runion explained the Town had held several work sessions to develop an employee manual. During the revisions of the manual, the reimbursement of Medicare for employees was eliminated for those who retired after January 1, 2007.
The employees who retired prior to January 1, 2007 have been grand - fathered and will continue to receive their Medicare reimbursement which will be capped at the 2006 rates which will be $1,127.00 per year.
Supervisor Runion stated that he felt it would be a good gesture if the Board extended the reimbursement of Medicare to August 1, 2007.
Some of the neighboring towns had done away with Medicare reimbursement several years ago.
MOTION #133  Councilman Bosworth moved to EXTEND MEDICARE REIMBURSEMENT TO AUGUST 1, 2007 AT A CAP OF $1,127.00 FOR THOSE EMPLOYEES ELIGIBLE FOR RETIREMENT.  Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

Supervisor Runion stated that all employees had received an employee manual and when they receive it they signed for their copy.  This was done in order to satisfy insurance requirements.
 
MOTION #134  Councilman Pastore moved to APPROVE PROPOSED ASSSESSMENT SETTLEMENTS AS RECOMMENDED BY TOWN ASSESSOR.  Councilman Ricard seconded the motion and it was carried by the following roll call vote:
