A regular Meeting of the Town Board of Guilderland was held at the Town Hall, Route 20 McCormick's Corners, Guilderland, NY, on the above date at 7:30 pm. The meeting was opened with the Pledge of Allegiance to the flag. Roll call by Rosemary Centi, Town Clerk, showed the following to be present:

Supervisor Runion welcomed everyone to the evening's meeting and asked for a motion approving the minutes of the November 8th, 2007 Town Board meeting.
MOTION #229 Councilman Bosworth moved to APPROVE THE MINUTES OF THE NOVEMBER 8TH, 2007 TOWN BOARD MEETING. Councilwoman Slavick seconded the motion and it was carried by the following roll call vote:

PUBLIC COMMENT PERIOD - No public comment
Supervisor Runion explained that because of the brief agenda there would be no televising of the meeting.
The Board would be entering into Executive Session to discuss insurance proposals and entering into a contract with Guilderland Park Apartments for sale of land containing a garage encroachment.
He further stated that there would be a workshop with the McKownville Committee Study on zoning and transportation issues in the McKownville Hamlet.
There would be discussions regarding their report and whether the Board would consider implementing all or part of the plan.

MOTION #231 Councilman Ricard moved to ENTER INTO EXECUTIVE SESSION AT 7:32 PM TO DISCUSS THE CONTRACTS FOR INSURANCE RENEWAL AND TO CONSIDER THE REQUEST OF GUILDERLAND PARK APARTMENTS FOR CONTRACT FOR THE SALE OF LAND CONTAINING A GARAGE ENCROACHMENT. Supervisor Runion tabled the contract for sale of land to Guilderland Park Apartments pending the Board's request for further information.

Workshop on Report from McKownville Committee Study
Presenting:
Steve Harausz, Laura Whalen, Alice Torda, and Don Reeb
The Committee gave recommendations for certain properties to be re-zoned and to try and keep the focus of McKownville residential. They felt that Variances and Special Use Permits were too commonplace.
They believe that there was not a lot of attention paid to the individual and more to businesses.
Variances were not examined closely.
The wanted to make sure that the community is better aware of significant notification of variance proposals and re-zone matters and to codify what the group would like to see accomplished.
They felt that enforcement needed to be improved and would like to see more information regarding the laws on the web site.
A recommendation for cooperation between the Town and the Department of Transportation regarding a reduction in the speed limit from 40 MPH to 30MPH on Western Avenue.
The Committee also stated that they felt that their suggestions crossed the entire Town and that they did not want to see "crazy quilt development".
Supervisor Runion stated that he felt that the web site could become more educational and that the State wants the Town to get more unclaimed State funds.
He thanked the Committee for all of their hard work.
The entire McKownville Committee Study is on file in the Town Clerk's Office.

MOTION #234 Councilman Ricard moved to PURCHASE TOWN INSURANCE BASED ON A PROPOSAL SUBMITTED BY CAPITAL BAUER, RENEWAL OPTION #1Z , WITH A CHANGE TO INCORPORATE A $10,000 DEDUCTIBLE IN REGARD TO THE GENERAL LIABILITY POLICY FOR A TOTAL PREMIUM FOR ALL COVERAGES OF $350,336.00. Councilman Pastore seconded the motion and it was carried by the following roll call vote:
